About this file

This is a FAR Part 6 Justification and Approval document for other than full and open competition for a $5.0 million, twenty-month firm-fixed-price contract. The Tobyhanna Army Depot's Directorate of Engineering, Design, Development, and Fabrication Division seeks to award the contract to Molrix, LLC (CAGE: 193X8, located in Madison, Alabama) to lease one Prototype/Low-Rate Initial Production (LRIP) Robotic Wire Harness Manufacturing Machine and one Full Rate Production Robotic Wire Harness Manufacturing Machine, including machine documentation, software to operate, and engineering services for both pieces of equipment. The requirement must support small unmanned aerial systems (sUAS) production workload beginning July 2026 through July 2027, with full rate production required by the end of calendar year 2026. The contract will be fully funded using 24-Army Procurement Funding through U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Tobyhanna Division.

The justification cites Title 10 U.S.C. §3204(a)(1) (only one responsible source) as the legal basis for the non-competitive award. Molrix holds the sole channel partnership agreement with Q5D Technologies, the only U.S. distributor of the required technology, and has demonstrated capability and compliance during initial technology assessments. The government conducted market research through GSA eLibrary and strategic contracts portal searches, posted two Requests for Information (RFIs) to SAM.gov, and conducted online sourcing but identified no authorized resellers or comparable alternatives that incorporate filament disposition and programmable variables for multiple design requirements. The contracting officer determined the anticipated price is fair and reasonable through commercial market research and price analysis compared to an independent government estimate, with no certified cost or pricing data required as this is considered a commercial product or service per FAR 15.403.

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity:

Directorate of Engineering Design, Development, and Fabrication Division Tobyhanna Army Depot (TYAD) 11 Hap Arnold Bouldvard Tobyhanna, PA 18466-5044

2. Contracting Activity:

U.S Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Tobyhanna Division 11 Hap Arnold Bouldvard Tobyhanna, PA 18466-5044

3. Description of Action: Request approval to award a new $5.0 million, twenty-month, firm-fixed-price (FFP) contract to Molrix, LLC, CAGE: 193X8, 106 Red Branch Drive, Madison, Alabama 35758-6657 to lease one (1) Prototype/Low-Rate Initial Production (LRIP) Robotic Wire Harness Manufacturing Machine and one (1) Full Rate Production Robotic Wire Harness Manufacturing Machine, including machine documentation, software to operate, and engineering services for both pieces of equipment. The contract will be fully funded using 24-Army Procurement Funding.

4. Description of Supplies/Services: Tobyhanna Army Depot requires an advanced method to robotically manufacture cable harnesses for production workload. This requirement includes machines, documentation, software to operate, and engineering services to ensure that production workload can advance from conception through full rate production. This requirement must be met to supply/service the sUAS requirements beginning July 2026 through July 2027.

Total Project Costs $5,000,000

Technical Reviews Summary of Alternatives:

The solutions available from industry are limited to individual tasks or a specific wire harness / cable requirement. This removes the ability to program multiple requirements and the flexibility of one machine to place, cut, terminate, and bundle varying harnesses requirements. Because of the uniqueness and limitation of what current industry can provide there are no alternatives available that meet our requirements.

c. Impact if not approved: Cost and time increases directly correlate with requiring more labor driven requirements and increasing quality deficiencies. If not approved, it will create cost impacts and unacceptable delays for the Army Materiel Command sUAS requirements. Full rate production for sUAS harnesses is required by the end of the calendar year 2026. This project is structured to deliver capability quickly, mature it through operational use, and position it for direct follow-on production under FY26 NDAA authorities.

7. Efforts to Obtain Competition: A search of the GSA eLibray and the strategic contracts portal did not yield any results for similar machinery that meet the mandatory requirements.

a. Effective competition: N/A

b. Subcontracting competition: N/A

Actions to Increase Competition: The Government will continue to conduct market research to identify sources capable of providing the machines.

8. Market Research: Online sourcing was utilized to research potential suppliers;

however, no authorized resellers were identified. Other suppliers did not incorporate filament disposition or programmable variables for multiple design requirements. By not having those capabilities it will restrict us to one type of wire harness and require additional steps to perform the same amount of work as the proposed solution.

9. A same or similar product was not found to provide prices for comparison. Doing so would require a custom solution that will have high risk and uncertainly, along with a longer lead time that will not meet our requirements.

Two RFIs were posted to SAM.gov to identify potential sources to meet the requirement.

Control Number: JA-26-Toby-0167 commercial market for pricing and using price analysis compared to the independent Government estimate . As part of the basis, certified cost or pricing data will not be required because this is considered a commercial product or service in accordance with

FAR 15.403.

15. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
