About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP). The Coast Guard intends to purchase 20 V/UHF/MUOS6 Antennas (NSN 5985-01-667-0495, Part Number AV 2091-11) directly from Frontgrade Technologies, Inc., the original equipment manufacturer (OEM), on a sole source basis. These advanced Ultra High Frequency (UHF) and Mobile User Objective System (MUOS) Antennas will be used to replace ARC-210 Gen 4 radio antennas with ARC-210 Gen 6 radio MUOS antennas on Coast Guard aircraft, enabling communication between ground, sea, and air assets in challenging environments. Market research confirmed that Frontgrade Technologies is the sole proprietor of these proprietary antennas, with exclusive data rights, making it economically unfeasible to solicit other vendors for this existing system upgrade.

(b) (1)

BRAND NAME – Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The United States Coast Guard (USCG) intends to purchase the item shown in the table below on a sole source basis directly from the

Original Equipment Manufacturer (OEM) – FRONTGRADE TECHNOLOGIES, INC (CAGE Code: 66544).

These V/UHF/MUOS6 Antennas are advanced Ultra High Frequency (UHF) and Mobile User Objective System (MUOS) Antennas utilized on USCG Aircraft to provide reliable voice and data connectivity for deployed forces. This antenna is required to replace the

ARC-210 Gen 4 radio with ARC-210 Gen 6 radio MUOS antennas are part of the MUOS satellite system, which provides advanced UHF satellite communications. This antenna enables communication between ground, sea, and air assets, even in challenging environments.

SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):

FRONTGRADE TECHNOLOGIES, INC (CAGE Code: 66544)

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The original OEM of these antennas is FRONTGRADE TECHNOLOGIES, INC and has confirmed that this antenna is proprietary to

Frontgrade Technologies, Inc. and not subject to disclosure outside of buyer or the U.S. Government and may not be disclosed, duplicated, or used in whole or part, for any purpose.

Market research has revealed that Frontgrade Technologies, Inc. is the OEM and only authorized distributor for this cable. Frontgrade

Technologies, Inc. is the sole proprietor of the V/UHF/MUOS6 Antenna, and they own the exclusive data rights. This requirement is for an existing system already in place on USCG aircraft. It would not be economically feasible at this time to solicit other vendors for a whole new program, as this is an upgrade of a system already in place.
