About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Simplified Acquisition Procedures. The U.S. Coast Guard Aviation Logistics Center (ALC) and Industrial Operations Division (IOD) intends to award a firm-fixed price purchase order on a sole source basis to Testek Solutions for field service and testing of the Testek Aircraft Electrical Component Test Stand (AECTS), Model 101990-P31. The specific requirement involves 5 days of onsite service for testing, repair, and calibration of generators used on MH-60, MH-65, HC-144, and HC-130 product lines.
Testek Solutions is the Original Equipment Manufacturer (OEM) and sole proprietor of the technical data, software, and hardware for the Generator Test Stand. The company holds all proprietary rights and is the only entity with the technical expertise to service the system, which is critical for the ALC's Electrical Shop's work in testing starter generators. The contract will be awarded using the statutory authority 41 U.S.C 3204(a)(1), with the contracting officer determining fair and reasonable pricing through comparison with previous purchase prices.
