About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document from the U.S. Coast Guard for the sole-source purchase of CICC/3 FA2100 Ethernet Interface Cables (NSN: 6150-01-583-8361, PN: 17TES0075) from L3Harris Aviation Products under simplified acquisition procedures.

The requirement is for 10 cables initially with an option for 15 additional cables. These cables are used to download and decompress flight data from C-130J and C-27J aircraft utilizing CASE Laptops and Recorder Data Interface (RDI) FA2100 Digital Flight Data Recorder (DFDR) download software. L3Harris (CAGE: 25583, UEI: JXBJK7KZBLF9) is justified as the sole source because they are the original equipment manufacturer (OEM) with exclusive data rights to the RDI software tool. The justification cites that it would not be economically feasible to solicit other vendors since this is an upgrade to an existing system. Fair and reasonable pricing will be determined through comparison with previous purchases and similar items in related industries.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The original OEM of these cables is L3Harris. This CICC/3 FA2100 Ethernet Interface Cable is utilized to download and decompress flight data utilizing the RDI FA2100 Digital Flight Data Recorder (DFDR) download and decompression software tool from L3Harris.

The USCG has L3Harris FA2100 DFDRs installed on its C-130J and C-27J aircraft. L3Harris is the OEM of the FA2100 DFDRs. They are the only vendor currently available to provide a ground station software download and decompression tool to retrieve the data from the

FA2100.

Market research has revealed that L3Harris is the OEM and only authorized distributor for this cable. L3Harris is the sole proprietor of the

RDI download and decompression software tool and they own the exclusive data rights. This requirement is for an existing system already in place on 2 USCG aircraft models. It would not be economically feasible at this time to solicit other vendors for a whole new program, as this is an upgrade of a system already in place.

These services are not available from any mandatory Government source IAW FAR 8.002 or from any non-mandatory source IAW FAR

8.004. Safran does not have any other authorized repair facilities. A combined synopsis/solicitation will be posted to the Contract Opportunities section of the web site at www.sam.gov.
