About this file

This is a Justification and Approval (J&A) for other than full and open competition that supports the sole source award of contract 70Z03825PD0000018 to Safran Electronics & Defense, Avionics USA, LLC for $162,400 on December 27, 2024. The U.S. Coast Guard requires evaluation and calibration services for Actuator and Trim/Feel Test Sets (P/N 418-65037-004) used for maintenance and installation of MH-65 helicopter actuators and trim/feel units, which are flight critical safety items.

The J&A justifies the sole source award based on Safran being the Original Equipment Manufacturer (OEM) and only authorized repair provider for these test sets. The contract covers an initial quantity of 4 test sets with options for up to 10 additional units at the same terms and conditions through one year after award. Safran owns all proprietary rights to the technical data, service manuals, and specifications required for the work, and the test equipment was specifically designed for the MH-65 helicopters in partnership with Airbus Helicopters. The Coast Guard's Aircraft Configuration Control Board has approved this as the only test equipment capable of ensuring the MH-65 helicopter's continued airworthiness.
