Maritime HAZMAT Training

W912L3-23-R-3002

7. Rationale for Limiting Sources: The proprietary requirement is allowed for the following reason(s):

7.a. The maritime potential in the Virgin Islands provides a realistic training environment that has various elaborate layers of setup and execution of training events and likelihood of real-world hazards. The risk is high due to waterborne modes of travel, hazardous materials in and around buildings and/or vessels that are not fit for occupation. Proper personnel protective measures in a humid, and hot environment are required, and Relevant Advanced Team Training, LLC., can provide this training with low risk to the Wyoming Military Department.

7.b. Relevant Advanced Team Training, LLC., has conducted various similar training events for like units, and has demonstrated professional expertise and proficiency in mitigating these risks as a subject matter expert in chemical, biological, radiological, and nuclear hazards.

7.c. The timing of the training necessitates flexibility with the National Guard

Bureau, and Weapons of Mass Destruction response timelines directed by NGB for both the 84th and 23rd CSTs. Relevant Advanced Team Training, LLC., has demonstrated the ability to provide the training within the area of operation and can perform with minimal risk to the Wyoming Military Department.

Section D: Efforts to Obtain Competition

8. Market Research: To maintain compliance with National Guard requirements, the 84th CST conducted market research and determined that the identified contractor can provide the required training within the timeline and facilitate the national response cycle of the 84th CST. A notice of intent was also posted via sam.gov to obtain adequate competition.

9. Actions to Increase Competition: Future training events will facilitate International Fire

Service Accreditation Congress (IFSAC) and Pro Board training events so national certificates are in place. Due to current levels of experience on the 84th CST, the identified training is appropriate. Identification of IFSAC and Pro Board training events will be utilized in the future;

however, when personnel turnover dictates, single source may be necessary to comply with our national response criteria.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

10. The Wyoming Military Department will continue to develop its market research techniques to increase competition, and to effectively identify the capabilities of businesses and new entrants into Federal contracting that are available in the marketplace that meet the requirements of the agency.
