About this file

This document is a Justification and Approval (J&A) for a sole source Basic Ordering Agreement (BOA) issued by the Naval Surface Warfare Center, Philadelphia Division. The procurement is for refurbishment and technical support services for Forced Draft Blowers (FDBs) on LHD-1 Class vessels, with an estimated total value of $11,809,854. The sole source award is to Elliot Group, through their distributor KCC, as the original equipment manufacturer (OEM) with exclusive distribution rights for these specialized naval vessel components.

The document details that no alternative vendors can provide the required technical specifications, and attempts to solicit competitive offers through a Request for Information (RFI) and synopsis posted on SAM.gov in February and March 2025 yielded no responses. The BOA will have a 60-month ordering period, with funding allocated across fiscal years FY-25 through FY-29. The government acknowledges the lack of competition but will annually review the possibility of alternative sources emerging. The total estimated project timeline for developing and implementing replacement FDBs is 196 months, with an associated cost of $236,125,000.

J&A No. 0232-25-091-00

*Note: None of the tasks listed above can be worked in parallel.

Based on the above, only the Force Draft Blower (FDB) Rotor Refurbishment from the OEM, Elliot Group, through their distributor KCC will meet the Navy’s stringent requirements.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In accordance with DFARS PGI 206.302-1, a Request for Information (RFI) was posted to SAM.gov on 4 February 2025, and closed on 18 February 2025. Additionally, a synopsis was posted 10 March 2025 with a closing date of 24 March 2025. No response was received from the RFI or synopsis.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable. The Contractor will submit a formal price proposal with sufficient information to support the accuracy and reliability of the estimate. Experienced Technical Analysts and Contract Specialists with the aid of necessary field pricing support will review the Contractor’s proposal. The Contracting Officer will use cost and pricing analysis as the basis for negotiating a fair and reasonable price.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in paragraph 5, the Government has no plans at this time to compete future contracts for the items covered by this document. If another potential source emerges, the Government will assess whether competition for future requirements is feasible. The Procuring Contracting Officer (PCO) will review the circumstances surrounding the need to obtain the required supplies without providing full and open competition annually.
