About this file

This is a Justification and Approval (J&A) document for a sole-source procurement under Federal Acquisition Regulation (FAR) authority for brand-name or proprietary specifications.

Winn Army Community Hospital, through the Healthcare Contracting Division-Southeast (HCD-Southeast) of the Defense Health Agency Contracting Activity (DHACA), is procuring seven (7) Dräger Perseus A500 with Infinity Acute Care System (IACS) Anesthesia Workstations manufactured by Dräger Inc., located in Telford, Pennsylvania. This is a Firm-Fixed-Price (FFP) contract for replacement of existing end-of-life anesthesia systems that have reached their 10-year service life. The base period requires delivery within 8 weeks of contract award, with funding provided through Defense Health Program (DHP) funds. No option periods are included in this procurement. The statutory authority for this sole-source award is 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1(d) under Class Deviation 2026-O0017, Revision 1.

The J&A justifies the sole-source award based on clinical standardization and workflow interoperability with the hospital's existing Dräger anesthesia equipment, patient safety and continuity of operations through unified interface and seamless integration with the Infinity M540 patient monitor, direct integration with the Military Health System (MHS) Genesis electronic health record with validated eMASS certification and Authority to Operate (ATO), and the prohibitive costs and delays associated with transitioning to an alternative manufacturer. Market research confirmed that while alternative manufacturers produce quality anesthesia systems, none can meet the government's technical, operational, and clinical workflow requirements for physical standardization, parts compatibility, clinical training, and pre-validated MHS Genesis data integration. A formal Cost-Benefit Analysis demonstrated that sole-sourcing to Dräger avoids approximately $120,000 in non-recoverable transition costs and $45,000 in duplicate supply chain establishment. Pricing is verified against DLA/ECAT contract vehicle SPE2D1-24-D-A007 and represents highly favorable pricing. A pre-solicitation notice (Notice of Intent to Sole Source) will be posted to SAM.gov to permit potential sources to submit capability statements. The Contracting Officer determined the anticipated cost to be fair and reasonable based on direct manufacturer quotes and comparison with established GSA/FSS and DLA/ECAT schedule pricing.
