About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for the Defense Intelligence Agency's Virginia Contracting Activity, dated June 4, 2026, with control number J-FY26-0052.

The DIA Office of Inspector General requires the initial acquisition of commercial off-the-shelf (COTS) IDEA Data Analysis Software to support specialized audit analytics capabilities. The requirement stems from statutory obligations under the Intelligence Authorization Act FY2002 mandating annual financial statement audits and forensic-level data analysis at the enterprise scale. Existing tools—including Microsoft Office Suite and legacy standalone solutions—lack the technical capability to perform statistically valid sampling, transaction-level analysis, immutable audit trails with FIPS-compliant encryption, OIG-format reporting, real-time monitoring, and audit trail reconstruction. The estimated acquisition value is redacted, spanning a five-year period including a base year (07/30/2026-07/29/2027) and four option years through 07/29/2031. The Government anticipates award on or about July 30, 2026.

The justification establishes that IDEA Data Analysis Software is the only COTS solution integrating seamlessly with DIA OIG's CIO-compliant infrastructure without custom redevelopment. IDEA holds OIG-specific Type Authorization, FISMA High-Impact Validation, and FIPS-compliant encryption certifications. DIA OIG has obtained CIO authorization and FISMA compliance approval for IDEA's deployment architecture. Comprehensive market research per FAR Part 10 and FAR 11.105 confirmed no responsive alternatives exist with OIG-validated forensic analytics and interoperability equivalent to IDEA without substantial redevelopment costs exceeding FAR thresholds for duplication, along with 12-18 month timeline delays incompatible with the FY 2027 statutory audit deadline. The justification invokes 10 U.S.C. § 3204(a)(1) as the statutory authority and FAR 6.302-1(a)(2) for sole source procurement. Audimation Services, Inc. is identified as the sole authorized U.S. distributor. The Contracting Officer certified the anticipated price as fair and reasonable based on market surveys, GSA Schedule comparisons, vendor catalogs, and competitor pricing analysis for equivalent functionality.
