2. Nature and/or Description of the Action Being Approved: Emergency Lab Courier Services, new requirement, firm fixed price.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Veteran Health Indiana requires scheduled courier services for laboratory samples and supplies, in addition to unscheduled stat and routine courier runs for pharmacy and other departments. The contractor shall provide all necessary labor, vehicles, transportation, information security, and insurance to provide courier services to and from the Richard L. Roudebush VAMC and the surrounding Community Based Outpatient Centers.

4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S.
Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR
819.7009 (DEVIATION)- up to $5,000,000. Check the specific VAAR clause used below:

5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Blanket Purchase agreement (BPA) 36C25026A0016 was awarded for a base + four-year period on 05/01/26. Due to facility need, the Terre Haute, Brownsburg, & Bloomington facilities were removed from the schedule which essentially changed the scope of work of the contract. The CO determined it was in the best interest of the government as well as the incumbent contractor to resolicit this requirement and obtain new fair & reasonable pricing. These services are critical to patient care and must continue as normal while the solicitation procedures are ongoing. To outsource these services to outside facilities would be costly to the government. All American Express Solutions, LLC., is a local SDVOSB contractor, and has all the resources needed to start immediately to prevent a lapse in Courier Services. They have familiarity with the routes, staff, and facilities as they have performed this requirement satisfactorily in the past. All American Express Solutions, LLC., shall provide the scheduled, unscheduled, and STAT courier services to transport and deliver laboratory specimens, supplies, pharmaceutical medications and/or supplies for Veterans and between Indiana facilities
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies:
A notice of the government’s intent to sole source to All American Express Solutions, LLC was publicized on contract opportunities on July 24, 2026. No responses came back that the companies were able to mobilize immediately.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The pricing has been determined fair & reasonable in comparison to the IGCE and historical competitive pricing from the current contract which has been validated by the COR.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
The SBA database was searched using NAICS code 492110 & returned 1,367 results for certified SDVOSB contractors. Narrowing the search perimeters using keyword “courier” returned 55 SDVOSB contractors, and 20 in the state of Indiana. Mandatory sources, i.e., ability one, FSS, could not provide compatible services within the required timeframe. Due to the urgent nature of this procurement, MR concluded that All American Express Solutions, LLC is the only source available in accordance with RFO 6.302-2 Urgent and Compelling.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
None. The vendor, All American Express Solutions, LLC, meets the eligibility criteria outlined in VAAR
819.7003(deviation), they are certified in SBA SBS as SDVOSB, and the action is below the $5M threshold.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to
Competition before Making subsequent acquisitions for the supplies or services required:
A follow-on competitive solicitation will take place in fiscal year (FY) 27 to procure these services on a long-term basis.
12. Approvals in accordance with the VHAPM Part 806.3 OFOC SOP:
