Limited-Sources Justification for Federal Supply Schedule Program

This is a Limited-Sources Justification document (J-FY26-0016) for a non-competitive acquisition under the Multiple-Award Schedule (MAS) program. The Defense Intelligence Agency is acquiring a one-year base subscription to Virtual Acquisition Office (VAO) subscription services from Unison Virtual Acquisition Office, LLC under GSA schedule GS-35F-131GA, with a performance period running from April 1, 2026, through March 31, 2031 (base year plus four option years). The contract is issued through the Virginia Contracting Activity.

VAO provides acquisition knowledge management and research services, including access to news and publications, an online library with analysis, research support, tools, checklists, templates, online learning modules with Continuous Learning Points, webinars, and an on-call acquisition help desk. The service is proprietary to Unison Virtual Acquisition Office, LLC, with no comparable alternative available that provides the comprehensive mix of news, research, analysis, and tools needed for the Defense Intelligence Agency's acquisition workforce. The justification establishes that only this single source can fulfill the requirement due to its unique and highly specialized nature. Price analysis will be conducted to ensure fair and reasonable pricing, and the justification will be posted to FedBizOpps for the required minimum 30-day period. GSA has already determined that schedule pricing is fair and reasonable under FAR 8.404(d).
