About this file
This Justification and Approval document authorizes a sole source contract modification with Andromeda Systems Incorporated for additional engineering support services for Fleet Readiness Center Southeast. The increased scope of work includes providing support for maintenance, repair and overhaul of various naval aviation platforms and components not defined in the original contract awarded in December 2019. Andromeda Systems is the only contractor deemed immediately prepared to fulfill the requirement without a disruption to operations supporting numerous Navy and Marine Corps squadrons. A sources sought notice and synopsis were posted with no other viable responses received. The Contracting Officer determined the anticipated costs to be fair and reasonable, and a full and open competition is planned upon contract expiration in January 2024 to remove barriers to future competition.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD
2. Description of the Action Being Approved.
This Justification and Approval authorizes and approves, on a sole source basis, a contract modification to include new scope on a sole source basis to Andromeda Systems Incorporated (ASI), for Fleet Readiness Center Southeast (FRCSE) Engineering Support Services (ESS).
3. Description of Supplies/Services.
Naval Air Systems Command (NAVAIR) reorganization from a Competency Aligned Organization (CAO) to a Mission Aligned Organization (MAO) aligned teams and programs in 2020 which realigned the Maintenance, Repair, and Overhaul (MRO) support as part of the FRC and in conjunction with the FST, resulted in new requirements for engineering program support. This new scope is planned as an addition to an existing contract with ASI which will increase the existing LOE on this contract. The increased scope will provide engineering support for requirements that were unknown at the time of award of the ESS contract. The contract scope was developed to provide support for the FRCSE Fleet
Support Team (FST) projected programs through 2024. The increased scope will provide support for maintenance, repair and overhaul of aircraft, engines and components in support of FRCSE and across various Naval Aviation and Weapon Platforms that was not known at time of ESS development and award.
4. Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
Pursuant to FAR 6.302-1 (a)(2)(iii)(B), services may be deemed available from the original source in the case of follow-on contracts for continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delay in fulfilling the requirement. ASI is the only responsible source immediately prepared to satisfy FRCSE’s requirement for on-going ESS support.
This scope will be incorporated within the existing ordering period established under the awarded contract and the period of performance will remain unchanged at 31 January 2024.
The ESS contract provides engineering contractor services for repair and maintenance efforts in support of the FRCSE thru the support of the FST and MRO. The depot production facilities, rely on the ESS

IN REPLY REFER TO
J&A Number: F2552/21-050 contract to provide support for overhauls of F/A-18s, T-44s, T-6s, F-5s and vertical lift platforms, along with multiple engine programs and to also overhaul advanced components for multiple aircraft platforms.
Delays in executing the scope increase would adversely impact FRCSE’s ability to support numerous Navy and Marine Corps squadrons flying existing F/A-18s beyond flight hour limitations. Additional programs would also be impacted such as the F/A-18 A-Ds and E-Gs, an advanced strike fighter aircraft platforms and the FRCSE’s ability to support extremely critical avionics upgrades and other one-off types of development work.
ASI is the only vendor capable of supporting this effort without a disruption to the fleet. Competing the scope increase would take approximately 14 months for the Government to conduct a full an open competition for an effort that will only have a 26 month potential ordering period. Delays in awarding this effort would result in a work stoppage impacting multiple mission critical naval aviation programs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Instruction (PGI) 206.302-l(d), a sources sought notice was posted on the sam.gov website on 8 July 2021 to seek and identify potential competitive market capabilities to meet the Government's requirement. One interested company, Rising Edge, LLC submitted a generic capabilities statement, although when requested to provide statements to the Government regarding their ability to immediately support this requirement as required by the notice, the firm responded in writing that it would no longer be pursuing this requirement. Additionally, pursuant to FAR 5.201(b), the proposed sole-source contract modification solicitation notice was synopsized on sam.gov on 3 August 2021 with no responses received.
The follow-on contract for these services will be solicited and awarded as a competitive small business set-aside.
