About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document approving a sole-source acquisition.
The Air Force Life Cycle Management Center (AFLCMC), Electronic Warfare Division is seeking to award a new Firm Fixed Price commercial purchase order on a sole-source basis to Keysight Technologies for sustainment and engineering support of the B-1B Electronic Warfare Advanced Simulation Platform (EWASP). The contract supports the AFLCMC/ESY ALQ-161 program office. Services include onsite system calibration and Return to Keysight (RTK) repair services, procurement of one year of Simulation View Licenses for the B-1B Electronic Warfare Training System (EWTS) annually, remote and onsite Subject Matter Expert support, and customization of a Keysight calibration cart with long-lead components and tailored controller. The contract is structured as a three-year purchase order with a 12-month base period and two 12-month option periods, funded through Operations and Maintenance (O&M) 3400 funding. The justification is based on 10 U.S.C. 3204(a)(1)—only one responsible source and no other supplies or services will satisfy agency requirements. Keysight Technologies is identified as the sole developer, Original Equipment Manufacturer, and proprietor of the EWASP system's design specifications, source code, and hardware architecture. The Government does not own or have access to the unrestricted Technical Data Package or software data rights. Market research, including a General Search by Resident Experts and Dynamic Small Business Search, confirmed Keysight as the only vendor possessing the requisite proprietary technical data and specialized engineering expertise. No other sources have expressed written interest in the acquisition. The Government will continue monitoring the marketplace for emerging RF simulation technologies but acknowledges that Keysight will likely remain the sole source while the Government continues to utilize the EWASP system.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
This Justification and Approval to request authority of Other Than Full and Open Competition supports requirements generated for the Air Force Life Cycle Management Center (AFLCMC), Electronic Warfare Division, Electronic Systems Directorate, AFLCMC/ESY. The contracting authority for this requirement is AFLCMC/ESKA.
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a new, Firm Fixed Price, Commercial, purchase order on a sole source basis to Keysight Technologies for the sustainment of the B-1B Electronic Warfare Advanced Simulation Platform (EWASP) in support of the AFLCMC/ESY ALQ-161 program office. This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
This requirement is for the sustainment and engineering support of the B-1B EWASP located at the Defensive Avionics System Laboratory (DASL) and the Electronic Warfare Avionics Integration Support Facility (EWAISF).
The estimated total value of this acquisition, including options, is . The specific services include:
-Onsite system calibration and Return to Keysight (RTK) repair services.
-Procurement of one (1) year of Simulation View Licenses for the B-1B EWTS per year.
-Remote and on-site Subject Matter Expert (SME) support.
-Customization of a Keysight calibration cart, including the procurement of long-lead components and a tailored controller.
This effort is anticipated to utilize Operations and Maintenance (O&M) 3400 funding. of FY26 3400 funding is currently available for obligation.
The contract type is anticipated to be a three-year, Purchase order with a 12-month base period and two (2) twelve (12) month option periods.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The EWASP is a highly complex, three-rack proprietary system developed, manufactured, and integrated by Keysight Technologies. It interfaces directly with the B-1B Defensive Avionics System (DAS).
As validated in the Market Research Report (MRR) completed on July 7, 2026, Keysight Technologies is the developer, Original Equipment Manufacturer (OEM), and sole proprietor of the EWASP system's design specifications, source code, and hardware architecture. The Government does not own or have access to the unrestricted Technical Data Package (TDP) or software data rights required to compete this sustainment work.
As the Original Equipment Manufacturer (OEM) Keysight Technologies owns the proprietary technical data, software source code (including Simulation View Licenses), and engineering drawings required to maintain, calibrate, and customize this equipment.
No other contractor has the requisite technical data rights or the specialized engineering expertise to customize the Keysight

Awarding this contract to any other source would require the Government to procure an entirely new simulation system and conduct a completely new integration effort, resulting in a substantial duplication of cost that is not expected to be recovered through competition, and causing unacceptable delays in fulfilling the Air Force's critical mission requirement to support B-1B threat stimulation and software development.
Keysight Technologies is the only responsible source capable of satisfying the Government's requirement for the Electronic Warfare Advanced Simulation Platform (EWASP) Sustainment Effort.
To contract with any source other than Keysight Technologies would require reverse-engineering the existing system baseline. This would result in a substantial, non-recoverable duplication of costs and unacceptable delays of multiple years, severely impacting mission-essential readiness and survivability. Accordingly, Keysight Technologies is the only source with the unique qualifications and technical expertise required to perform this sustainment effort without jeopardizing active operations.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Based on comprehensive market research, including a General Search by Resident Experts (GSRE), a Dynamic Small Business Search (DSBS), and an evaluation of the proprietary technical requirements, it is determined that Keysight Technologies, Inc.
(CAGE: 14493) is the sole source capable of satisfying the Government's requirement for the B-1B Electronic Warfare Advanced Simulation Platform (EWASP) Sustainment Support.
To date, no sources other than Keysight Technologies have expressed an interest, in writing, in this acquisition.
IAW RFO 12.202(b), this effort will combine the pre-solicitation notice and solicitation notice required by part 5.
IAW RFO 6.001 (a) the requirements outlined in R-DFARS PGI 206.103-170 to post a request for information or a sources sought notice when using the authority at 6.103-1 are not applicable as this effort will utilize simplified acquisition procedures as stated in RFO 6.001(a). Further, RFO 12.001(a) states acquisitions of commercial products or commercial services are subject to other parts of the FAR. Consequently, a request for information or a sources sought notice have not been posted for this effort.
If any other sources express interest in writing prior to award, their capability packages will be fully evaluated by the technical and contracting teams. However, because the proprietary rights, source code, and technical data packages required for EWASP sustainment are held exclusively by Keysight Technologies, it is highly unlikely another source can satisfy this requirement without causing unrecoverable delays and duplication of costs.
As documented in the Market Research Report (MRR) completed on July 7, 2026, Keysight Technologies is the only vendor that possesses the capability and proprietary technical data required to execute the EWASP sustainment effort.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The Government will continue to monitor the marketplace for emerging RF simulation technologies and will reassess the market prior to any future sustainment requirements. However, as long as the Government utilizes the Keysight EWASP system, Keysight will likely remain the only source capable of providing the necessary proprietary sustainment support as a result of proprietary data restrictions.
