About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated April 2026.
The 700th Contracting Squadron (700 CONS) is pursuing a limited-source procurement for the renewal of Presagis Creator Pro and Presagis Terra Vista software licenses for a 12-month period (June 1, 2026 – May 31, 2027). The procurement is justified under 10 U.S.C. 3204(a)(1) based on the government's requirement for this specific brand-name software suite, which is mission-critical for maintaining compatibility with an extensive library of existing simulation assets used for aircrew training and combat readiness exercises. The requirement is structured as three contract line items: CLIN 0001 for Terra Vista DART Maintenance (Qty 2), CLIN 0002 for Terra Vista Backend Maintenance (Qty 4), and CLIN 0003 for Creator Pro Maintenance (Qty 1). The procurement will be conducted as a firm-fixed-price purchase order on a limited-source basis, with an open-market solicitation to be posted on SAM.gov.
Market research was conducted by contacting four potential vendors: Agenium IT and Systems provided a full quote, CAE Inc. provided only a partial quote, and both Carasoft and n2grate declined to bid, citing manufacturer difficulties. Additionally, the contracting office searched mandatory sources (Department of War Enterprise Software Initiative and GSA 2GIT) and posted a GSA Request for Information (RFI #RFI1805990) for 10 days without receiving viable bids. As a result of these efforts demonstrating limited competition, the contracting officer determined that Presagis is the only responsible source capable of fulfilling this requirement. The contracting officer will establish fair and reasonable pricing in accordance with FAR Subpart 15.4, and the agency commits to periodically reviewing the market for alternative 3D modeling and simulation software solutions.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Contracting Activity: 700th Contracting Squadron (700 CONS) Contracting Officer: Silke Rößler (700 CONS/PKC)
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a Firm-Fixed Price stand-along purchase order on a limited source basis to capable vendors that can fulfill the brand-name requirement for Presagis Creator Pro and Presagis Terra Vista software in support of the . This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The , located at , requires the renewal of the purchase of the Creator Pro and Terra Vista Software for a period of twelve months (e.g. 1 June 2026-31 May 2027). The need to renew licenses for Creator Pro and Terra Vista is a mission-critical requirement for maintaining warfighter readiness.
Purpose: The software is the core toolchain for creating, editing, and rendering high-fidelity 3D models and virtual terrain databases. These synthetic environments are mission-critical for the simulation exercises, which support combat readiness and joint/coalition warfighter training.
Terra Vista is the specialized software used to build the virtual worlds (terrain) where this training occurs, using real-world geospatial data to create high-fidelity 3D environments.
Creator Pro is used to create and edit the 3D models (e.g., vehicles, buildings, aircraft) that populate these virtual worlds.
Without these tools, the cannot generate the synthetic environments necessary for its combat readiness and aircrew training programs.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The justification for limiting sources is based on the government's need for a specific brand-name software suite, Presagis Creator Pro and Terra Vista, which is essential for maintaining compatibility with the extensive library of existing simulation assets. Acquiring any other software would render these assets obsolete, forcing a complete redevelopment at a prohibitive cost and causing unacceptable mission delays.
Presagis Creator Pro and Terra Vista possess a unique combination of integrated features that are indispensable for the organization's mission. These qualifications, when considered together, create a requirement that cannot be met by other commercially available software. Creator Pro (for 3D model creation) and Terra Vista (for terrain generation) are not merely compatible; they are designed as a single, fully integrated toolchain. This ensures vertex-level data correlation between the 3D assets and the virtual terrain. This is the rationale they are being purchased together and this is one single requirement.
Only the renewal of these specific software licenses can ensure the continued use, modification, and interoperability of the critical asset library. Switching to any other software would render the entire investment obsolete, forcing a complete and costly redevelopment effort, leading to a substantial duplication of costs and unacceptable delays to mission-critical training schedules.
While other 3D modeling and geospatial software exists, they are designed for commercial or entertainment purposes and lack the specialized toolsets required for military simulation. The Presagis suite is uniquely capable of meeting current requirements.
In accordance with (IAW) FAR6.103-1(d), Presagis is the only source capable of fulfilling this requirement for this software license renewal. Although the Department of the Airforce (DAF) is mandated by DAFMAN 17-1203 to procure software from existing Department of War (DoW) Enterprise Software Initiative (ESI) or GSA 2GIT blanket purchase agreements/contracts, market resrearch has determined that there are no capable vendors on these mandatory sources that can fulfill this requirement for the needed software. Therefore an open market solicitation will be posted on SAM.gov.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
A. Market research was conducted by contacting four vendors to ensure a competitive and fair pricing process. The results were as follows:
Vendor Bid Status Quoted Amount Notes
i. Agenium IT and Systems Full Quote Only vendor to quote all required line items.
ii. CAE Inc. Partial Quote Did not quote all required line items.
iii. Carasoft No Bid N/A Declined to bid, citing manufacturer difficulties.
iv. n2grate No Bid N/A Declined to bid, citing manufacturer difficulties.
April 2026 CUI Page 4 of 4
Despite contacting multiple vendors, Agenium IT and Systems was the only one capable of providing a quote for the complete requirement. Two potential vendors declined to bid entirely, and CAE Inc. could only provide a partial quote. The inability of other vendors to bid, citing "manufacturer difficulties," highlights a limited and challenging supply chain for these specialized Presagis products.
B. The 700 CONS also conducted market research on DoW ESI and GSA 2GIT to confirm if the software was available from these mandatory sources in accordance with DAFMAN 17-1203. The software was not found within the established agreements on DoW ESI. Also an RFI (#RFI1805990) was posted on GSA for 10 days, but no bid received; no vendor was capable of providing the requested software.
As a result of the above market research efforts, an open market solicitation will be posted on SAM.gov for a firm fixed price procurement of the brand name Presagis Terra Vista Software License Renewal and Presagis Creator Pro Software License Renewal. The Contracting Officer expects that competitive price quotes will result from this open-market solicitation on SAM.gov.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
N/A
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The agency will periodically review the state of the market for 3D modeling and simulation software to determine if new products have emerged that can meet the government's unique requirements for data integration, legacy asset compatibility, and mandatory interoperability standards.
