I. Contracting Activity.

AFTC/PZI (Arnold)

II. Nature and/or description of the action being processed.

This is a fixed-price modification to an existing contract with JMSI, Inc. DBA Intelligent Light to obtain HPCMP CREATE (TM) Software Product License Agreements. The estimated dollar value of this modification is $ .

III. Description of supplies/services required to meet agency needs.

An ability to immediately provide all holders of active HPCMP CREATE(TM) Software Product License Agreements access to capabilities to generate professional grade visualizations of field solutions for aerodynamic, electromagnetic, and hydrodynamic solution fields. Also, an ability to rapidly add visualization capabilities in the same software delivery system in response to prioritized requirements of the CREATE Element of the U.S. DoD HPC Modernization Program

IV. Statutory authority permitting other than full and open competition.

6.302-1 – 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Intelligent Light is the provider of premier visualization of scientific data and is a core product already in use by the majority of individuals approved to access HPCMP CREATE physics based, virtual test and analysis software. No other scientific visualization software capability provider is in position to deliver the capabilities need by CREATE in the time-frame required. Additionally, this particular effort aligns with the SBIR Phase II already under performance and require

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought was posted on FBO in accordance with DFARS 206.302-1. Those sources are identified below.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A Quantitative Cost Evaluation will be conducted to ensure that the price is fair and reasonable to the Government.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was limited to the sources sought. This effort was developed from from the AEDC (Arnold) CREATE program manager. Concurrently pursuing this effort with an established SBIR Phase II contract is mutually beneficial to each effort separately. Therefore, market research was limited to the sources sought.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

These firms did have capabilities common to the effort. However, it was articulated to each respective contractor that this effort was better aligned for purposes of efficiency and coordination to be acquired through an existing SBIR Phase II effort.
