About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition document for a sole source acquisition with Motorola Solutions, Inc.
The Air Force Reserve Command (AFRC) at 301 CONF/PK, NAS JRB Fort Worth, TX is awarding a Firm Fixed Price contract on a sole source basis to Motorola Solutions, Inc. for sustainment services supporting two Motorola MCC 7500 IP Dispatch Console systems. The acquisition covers preventative and corrective maintenance, including hardware and software upgrades to the Enterprise Land Mobile Radio (ELMR) system mandated by the Department of War, Air Force, and Navy for the host base. The contract consists of an initial one-year basic period with four one-year option periods and an option to extend services for up to six months. The acquisition dollar value is less than $10M and is classified as CUI (Controlled Unclassified Information).
The sole source justification is made under 10 U.S.C. 3204(a)(1) based on Motorola being the only responsible source capable of providing the required MCC 7500 system with its proprietary IP-based protocols for command and control, voice and data transport, and system management. Market research through the DAF Enterprise Contract Launchpad, GSA Acquisition Gateway, and other industry sources confirmed no other vendors can meet the government's capability, performance, and interoperability requirements. The justification emphasizes that competing the acquisition would result in duplicated costs including personnel retraining and system reconfiguration, jeopardizing NAVFAC's Anti-Terrorism/Force Protection operations and creating significant mission risk. Future actions to reduce sole source reliance include collaborating with NAVFAC to broaden technical standards, prioritizing open architecture systems, and engaging industry for competitive solutions meeting ATFP requirements.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AFRC Contracting Activity: 301 CONF/PK, NAS JRB Fort Worth TX 76127
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a Firm Fixed Price Contract on a sole source basis to Motorola Solutions, Inc. for sustainment services in support of the Motorola MCC 7500 system. This justification is made on an individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
This acquisition is for preventative and corrective maintenance for the two (2) current MCC7500 console systems to include hardware, software to the Enterprise Land Mobile Radio (ELMR) system mandated by the Department of War, Air Force and Navy (host base) upgrades.
This acquisition consists of a firm fixed-price contract consisting of an initial one (1) year basic period, four (4) subsequent one (1) year option periods, and the option to extend services for up to six (6) months under RFO 52.217-8.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Motorola Solutions, inc. is the sole Original Equipment Manufacturer (OEM) and the only responsible source capable of providing the required MCC 7500 IP Dispatch Console system, associated proprietary hardware, software, firmware and services. This network operates on Motorola's proprietary, IP-based protocols for command and control, voice and data transport and system management. Warranty repairs, maintenance services, network monitoring, security monitoring, software vetting, patching and network updates are all aspects of the services contemplated at 301 FW.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Two (2) Motorola MCC 7500 systems. This system is necessary for operation of the 24/7 Life and Safety Radio Dispatch for Regional Dispatch Center. THe ELMR system provides integrated voice and data communications for first responders, DoD and Non-DoD Feferal, state and local agencies. Only Motorola has the requisite knowledge and resources and owns the proprietary data rights to make those required configuration changes. Market research was conducted through the DAF Enterprise Contract Launchpad, GSA Acquisition Gateway, Category Management Buying Guide and other industry sources. No other sources were found to meet the government's required capability, performance specifications, or interoperability needs. Motorola is the original equipment manufacturer (OEM) of the required communications systems, and no other vendors are capable. No solicitation was made based on using RFO 5.101(b)(2) other than full and open competition, except for RFO 6.103-1(b) only one responsible source.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
This acquisition is a follow-on to the agency's investment in its existing Motorola MCC 7500 system infrastructure. Awarding this to any source other than Motorola Solutions, Inc. would result in substantial and unacceptable costs to the Government. Competing this acquisition would result in an estimated in duplicated costs, including retraining personnel and system reconfiguration to integrate with existing infrastructure. In addition, this would jeopardize NAVFAC's Anti-Terrorism/Force Protection (ATFP) operations, to include time and cost to re-establish and re-certify this interoperability agreement with a new system would lose productivity and significant mission risk.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The Motorola MCC 7500 system is being procured as a sole source due to proprietary technology and its ability to meet NAVFAC’s ATFP standards, ensuring compatibility with existing infrastructure. Market research and outreach efforts confirmed that no other vendor can provide a compliant solution without significant duplication of costs and effort. To reduce reliance on sole source procurements in the future, the agency plans to collaborate with NAVFAC to broaden technical standards where feasible, prioritize open architecture systems, conduct ongoing market research, and engage with industry to encourage competitive solutions that meet ATFP requirements.
