About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) form for a sole-source contract award.

The United States Air Force, through AFLCMC/PZIT at Wright-Patterson Air Force Base, Ohio, is justifying a sole-source award of a 12 to 18-month contract delivery/task order to KBR Wyle Services, LLC on a non-competitive basis. The acquisition is valued under $10 million. The services required include cybersecurity research, analysis, and assessments to identify, mitigate, and eliminate system vulnerabilities protecting USAF systems and software; and aeronautical systems research and development for Mark XIIB and Advanced Friendly IFF capabilities, including AIMS box and platform-level certification testing and system-level changes for Department of Defense and Foreign Military Sales requirements. The work encompasses Technical Focus Areas including Survivability and Vulnerability, RMQSI, Weapons Systems, C4ISR, Software Data and Analysis, Cyber Security, Knowledge Management and Information Sharing, and Homeland Security and Defense.

The justification for sole-source selection cites 10 U.S.C. 3204(a)(1)—only one responsible source and no other supplies or services will satisfy agency requirements. The Air Force determined that current AFLCMC/EZ requirements are primarily software integration rather than research and development, and a bridge contract is imperative to prevent catastrophic disruption to cybersecurity and systems engineering support. Market research identified KBR Mission Technology Solutions as the only provider capable of executing both cybersecurity and IFF assessment and certification within the compressed timeframe. The agency committed to continuing market monitoring for future acquisitions to assess emergence of additional approved sources.
