About this file
This is a Justification and Approval (J&A) document for a sole-source bridge contract under FAR 6.302-2 (Unusual and Compelling Urgency). The Air Force (SAF/CN and AFWB/PKS) is awarding a Firm-Fixed-Price bridge contract valued at $3,990,400.00 to VMD SYSTEMS INTEGRATORS, LLC to restart cybersecurity support, IT asset management, systems integration, and workforce development services for the Department of the Air Force Chief Information Officer (DAF/CIO). The contract results from an award protest of the original replacement service-vehicle contract (FA701426F0004) that caused a service break beginning November 24, 2025. The bridge contract covers a base period of four months with an anticipated start date as soon as possible, plus an option to extend services for up to six additional months under FAR 52.217-8, exercisable at one month at a time. The contract structure includes CLIN 0001 (FFP Labor - Base Period of four months at $388,800.00 unit price, totaling $1,555,200.00), CLIN 0002 (FFP Surge Labor Option of approximately 160 hours service at $102,400.00 total), and CLIN 0003 (FFP Labor - Dash-8 Option Period up to six months at $388,800.00 per month, totaling $2,332,800.00).
The J&A justifies the sole-source award based on unusual and compelling urgency caused by the protest-related service break, which has halted critical Air Force cybersecurity operations, IT asset management, and portfolio planning functions. The break has prevented systems from obtaining or renewing Authority to Operate (ATO), created IT asset visibility gaps exposing the government to audit fines, stalled modernization efforts and CTO support, and jeopardized budget formulation for multi-billion dollar IT portfolios. VMD, the incumbent contractor, is uniquely qualified to restart operations expeditiously due to intimate knowledge of Air Force cybersecurity infrastructure and proven performance on the preceding contract (FA701425C0017). The J&A indicates that market research identified VMD as the only contractor capable of meeting the compressed timeline without disruptive transition delays, and that preliminary pricing research confirms the anticipated costs are consistent with industry standards and historical rates. The Contracting Officer certifies the anticipated cost is fair and reasonable based on an Independent Government Cost Estimate (IGCE), historical pricing, market research, and comparison to previous contract rates. Coordination signatures were obtained December 22, 2025, and approval from the Alternate Competition Advocate was obtained December 23, 2025.
