About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) requesting approval for a sole-source 12-month contract extension valued under $10 million.
The Air Force District of Washington Contracting Directorate seeks to extend the Senior Leader Development Program (SLDP) Bridge contract FA701424D0009 with incumbent contractor Flatter Inc. The original contract was awarded August 13, 2024, for 12 months and was previously extended by 12 months to address recompete delays. This modification would extend the ordering period from 24 months to 36 months, with performance ending August 15, 2027. The contract utilizes a Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) structure and provides comprehensive leadership development services targeting General Officers, Civilian Senior Executives, Colonels, Chief Master Sergeants, and GS-15 civilians. Services include program management support, senior leader management and development, portfolio support, GO transition assistance, senior leader orientation courses, advanced senior leadership development programs, acquisition workforce training, process improvement courses, and emerging requirements flexibility across 12 contract line item numbers. The J&A cites uniqueness of capability and avoidance of unacceptable delays as justification, noting that transitioning contractors would require 4-6 months ramp-up time that would disrupt the leadership pipeline critical to National Defense Strategy objectives. Market research identified viable small business competitors through GSA MRAS, SAM.gov RFIs, and industry day events. The follow-on acquisition is planned as a competitive small business set-aside under GSA MAS with an estimated award date of June 2027, structured to overcome barriers to competition and maximize competitive interest.

Avoidance of Unacceptable Delays: Any transition to a vendor other than the incumbent during this critical bridge period would require an extensive ramp-up time of at least 4 to 6 months to establish a qualified network and adapt course curricula and development opportunities for senior leaders. This timeline would create an unacceptable break in service, interrupting the leadership pipeline required to meet National Defense Strategy objectives and posing a significant and demonstrable threat to DAF readiness and capability.
Based on historical precedent, a gap in the contract does not just create a minor scheduling issue; it severely hampers the . For example, following the last contract re-compete, an award protest delayed the final contract finalization from August to December 2019. This lack of a stable contract and transition period prevented the contractor from utilizing obligated funds to reserve venues, book essential speakers, and recruit necessary support staff.
