About this file
This is a Justification and Approval (J&A) memorandum for a GSA Class Deviation (RFO-2025-06) regarding a short-term bridge contract for custodial and related services at the Wilbur J. Cohen Federal Building in Washington, DC.
GSA Public Buildings Service is justifying the use of other than full and open competition to award a three-month bridge contract to the incumbent contractor, Melgar Facility Maintenance (MFM), with a six-month option to extend. The estimated contract value is $1,253,747.25. The authorization for limited competition is based on 41 U.S.C. 3304(a)(2), citing urgent and compelling circumstances. Current custodial services expire June 30, 2026, and immediate service continuation is required beginning July 1, 2026. The bridge contract will maintain facility condition and cleanliness in accordance with the Performance Work Statement while GSA's Acquisition Team develops a consolidated Blanket Purchase Agreement (BPA) for custodial and related services covering both the Cohen Federal Building and the May E. Switzer Federal Building. MFM has performed satisfactory services at this location since at least 2018 and has maintained performance standards despite the complexity and time-sensitive nature of the requirement. The J&A notes that previous contracts were awarded as 8(a) direct awards, and the proposed contractor has graduated from the 8(a) program. GSA conducted market research through a Request for Information (RFI) posted to eBuy from February 11-25, 2026, which generated 36 small business responses, with 11 identified as 8(a) contractors. The contracting officer certified fair and reasonable pricing using historical pricing and an independent government estimate. The document was signed by the Contracting Officer on June 25, 2026, and approved by the GSA Competition Advocate on July 7, 2026.
