About this file
This Justification and Approval (J&A) document justifies a sole-source procurement for the 332nd Civil Engineer Squadron (332 ECES) to acquire 6 specialized concrete wheel saws (3 SW45 and 3 SW60 models) from Beyond Vision under the AbilityOne procurement list. The urgent acquisition addresses a critical readiness gap, with the unit currently having only 1 of 9 required saws operational, which severely limits their Rapid Airfield Damage Repair (RADR) capabilities. The total estimated contract cost is $280,435.74, with a required delivery timeline of 30 days or less to support mission requirements of repairing runways within 10 hours.
The J&A cites FAR 6.302-2 authority for unusual and compelling urgency, noting that market research revealed Beyond Vision as the only vendor capable of meeting the strict 30-day delivery requirement, with other vendors having significant order backlogs extending to 16 weeks. The document includes future mitigation strategies such as conducting earlier market research, developing long-term contracts like Blanket Purchase Agreements (BPAs), and working with local and US-based industry partners to improve timeline predictability and production scalability. The procurement is for an undisclosed location supporting 332 Air Expeditionary Wing operations.

I. Agency and Contracting Activity.
332 ECONS/ 332 AEW undisclosed location
II. Nature and/or description of the action being approved.
The 332 ECES requires immediate procurement of concrete wheel saws to address a critical readiness gap. One of the required nine saws is operational, severely hindering airfield repair capabilities. The Rapid Airfield Damage Repair (RADR) exercise requires civil engineering to be able to repair the runway in 10 hours or less. On May 15th 332 ECES completed their mandatory RADR exercise. The results showed their capabilities for concrete wheel saws is only 1/9 means using 11% effectiveness. Swift acquisition of quantity 6 specialized saws: quantity 3 SW45 saws and quantity 3 SW60 saws is essential to ensure that 332 ECES can meet mission requirement and maintain 10 hour or less time frame to repair the runway.
III. Description of supplies/services required to meet agency needs.
332 ECES needs to procure quantity 3- SW45 saws and quantity 3- SW60 saws, IAW USAF RADR requirements (AFTTP 3-32.29) to have an inventory of vital equipment to repair the runway. Based on the IGE the timeline to buy 3- SW45 saws and quantity 3- SW60 is 30 days or less and estimate is $280,435.74.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
332 ECES requires concrete wheel saws in 30 days or less due to RADR requirement to be prepared to repair the runway in 10 hour or less . Based on our market research, the vendor Beyond Vision is the only known capable of fulfilling the order within 30 days or less. In addition others vendor have a significant order backlogs extending for 16 weeks, rendering them unable to meet the RADR program's immediate need of 30 days or less.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
To ensure offers were solicited from as many potential sources as practicable, 332 ECONS contacted five different vendors.
However, due to the urgent need for overseas delivery with 30 days, only one vendor could meet the required delivery timeframe. Publicizing a notice as required by FAR subpart 5.2 was deemed impractical due to the urgency of the requirement. This falls under the exception outlined in FAR 5.202 (a)(2) "when the agency's need is of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals". The serious injury cause to the 332 AEW is the damage to the runway in a undisclosed location in support of operations and sorties generated by aircraft. In addition to the imminent danger to the personnel located at 332 AEW.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The IGE is $280,435.74. The quote from vendor that meet our timeline of 30 days is Beyond Vision and the cost is $280,435.74. The price is determine fair and reasonable because it is the same cost as IGE.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Based on market research, the required item is available from the AbilityOne procurement list Beyond Vision. As such, per FAR 8.7, AbilityOne is a mandatory source and must be used for this acquisition. No further competition, commercial sourcing, or small business set-aside is recommended.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.
Due to the unusual and compelling urgency need for overseas delivery within 30 days to RADR requirement to ensure 332 ECES is capable of runway within 10 Hours and our current capabilities demonstrate that they are falling meet the requirement. The acquisition of this falls under the exception outlined in FAR 6.302-2. Which limit the capabilities of full and open competition.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
Beyond Vision expressed interest in the acquisition.
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
In the future, 332 ECONS will:
1. Conduct earlier market research to identify multiple capable vendors.
2. Develop long-term contracts like BPA to mitigate urgent and single source buys concrete wheel saws and all other RADR related equipment.
3. Work with local and US based industry partners to improve timeline predictability and production scalability.
