About this file
This is a Justification and Approval (J&A) document for procurement of Direct Drive Auxiliary Power Unit (DDAPU) components on an other than full and open competition basis.
The Army Contracting Command-Detroit Arsenal proposes to award a three-year Firm-Fixed-Price Requirements contract to Marvin Land Systems (MLS), a small business, for DDAPU production under National Stock Number 6115-01-706-8649 (part number 12544629) using Army Working Capital Funds. The estimated contract value is $9,074,415.24, with an estimated annual delivery of 70 units totaling 210 units over the three-year period. The DDAPU is used on the M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System and requires Government Furnished Material chain drive APUs to seed newly built units. The procurement is justified under 10 U.S.C. Section 3204(a)(1) as a follow-on contract for continued development or production of a major system, citing unacceptable delays that would result from awarding to any other source. MLS is the original equipment manufacturer and designer of the DDAPU, having completed all qualification testing, First Article Tests, and performance validation. Competition was pursued through a February 2024 Sources Sought Notice on SAM.gov, which yielded no vendor responses. Market research confirmed no commercially available APUs meet the M88A2's specific technical requirements regarding fuel and hydraulic hookups, exhaust venting, space constraints, and electrical and hydraulic demands. A delay analysis estimates 54 months would be required for another vendor to establish manufacturing capability, develop test procedures, implement assembly plans, resolve technical issues, and establish supply chain support. The DDAPU design is currently flagged for obsolescence due to the Hatz 2G40 engine becoming obsolete, with redesign efforts underway to integrate a new Kohler engine replacement.

JA-00770 – W56HZV-24-R-0073 - Previous J&A: 2019-028 months but can be developed in parallel with the APU assembly line.
Once the engine is removed, the engine would then need to be assessed for performance and required parts to restore engines to Code A assets.
Engagement with Hatz directly will again be required to support part spares needed for overhaul.
ii. Development of First Article and Performance Tests:
a. Vendor would need to develop software to ensure the DDAPU can meet all required performance tests per the TDP. In addition to this, all test stands and fixtures would need to be developed, procured, built, and verified prior to use on production efforts. Once test support hardware and software are ready, the vendor would then need to develop the required Acceptance Test Procedures for individual unit validation as well as the required First Article Tests taking approximately 12 months.
iii. APU Manufacturing and Assembly Plan:
a. Vendor would need to create manufacturing plans for all required down components from the TDP provided. Supply chain activities would need to be conducted to set up procurement paths, and quality would need to ensure plans are in place for required inspections. Similarly, the vendor would also need to develop and implement assembly instructions based on the TDP provided. This may require specialized tooling to be developed along with various workforce training to ensure proper assembly and performance of the units. The overall effort should take approximately 6 months.
iv. Technical Issue Support:
a. Vendors would see additional delay during any technical issues encountered with the TDP, manufacturing, assembly, or test. Current trouble shooting available covers common scenarios but if they fall outside these events, the United States Government would most likely need to contract MLS directly for support. The overall effort should take approximately 6 months.
v. Long Lead Supply Chain Support:
a. Vendors would need to establish the supply chain to support manufacturing and commercial item procurements. Many components involve long leads, and without the historical background many may be overlooked and cause further delay issues. The lead times can take approximately 18 months.

6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above the Government is not pursuing competition for this item. Notices required by FAR
5.201 shall be published and any proposals received shall be considered.
b. Subcontracting competition: MLS is registered as a small business on SAM.gov.
North American Industry Classification System Code 335312 is the applicable code for the DDAPU, and MLS is listed under this code in the Service Classifications section on SAM.gov. In accordance with FAR 19.702(b)(1), small business concerns are not required to have subcontracting plans.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above and obsolescence issues.
The DDAPU design is flagged for obsolescence due to the Hatz 2G40 engine being obsoleted. A new redesign effort is already in work to integrate a new Kohler engine as a replacement.
8. Market Research: The ACC-DTA posted a Sources Sought Notice to SAM.gov on 20 February 2024 for 15 days, notifying industry of the Government’s intent to identify potential vendors for the DDAPU, NSN 6115-01-706-8649. The notice included a description of the DDAPU along with the estimated quantity. Interested vendors were encouraged to submit their qualifications, however after 15 days, no vendors submitted a response.
Market Research was performed by Heavy Combat Sustainment on 2 February 2024.
Research was performed online for Auxiliary Power Units. Results shown below indicate there are no commercially available products that would meet the specific M88A2 vehicle requirements. The requirements stipulate common fuel and hydraulic hook ups, exhaust venting, specific space claim, electrical and hydraulic demands all specific to the M88A2 application.
Website: https://aerospace.honeywell.com/us/en/products-and-services/product/hardware-and-systems/auxiliary-power-units Keywords: Auxiliary Power Unit Findings: Honeywell is a long-standing corporation that produces many components for aerospace and defense. While Honeywell does offer several standard APUs, none would meet the specific requirements of the M88A2.
Website: https://www.thermoking.com/na/en/road/auxiliary-power-units.html Keywords: Auxiliary Power Unit Findings: Thermo King produces APUs that focus on the semi-truck and recreational vehicle market. They offer several off the shelf APUs that could be integrated into those vehicles, but none would meet the requirements of the M88A2.
