About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a contract extension with the U.S. Environmental Protection Agency (EPA).

The EPA's Office of Acquisition Solutions, Construction, Finance, Administrative and Interagency Agreements Division (CFAIAD) is exercising a six-month extension of contract 68HERD21D0001 with VGS Infrastructure Services, Inc. (UEI: M3F3BNAJHDN5) for Facilities Operations and Maintenance Support Services at the Research Triangle Park (RTP) campus, effective October 1, 2026 through March 31, 2027. The contract is an indefinite-delivery/indefinite-quantity (ID/IQ) hybrid RFO vehicle under FAR Subpart 16.5. The extension is justified under 41 U.S.C. 3304(a)(1) as available from only one responsible source, as the unevaluated FAR 52.217-8 option was not competed at initial award. The modification adds funding across four cost line items: FFP Services (CLIN 4001), ID/IQ Line Item Labor (CLIN 4100), Construction Labor (CLIN 4200), and Other Direct Costs (CLIN 4300). The extension supports critical 24/7 facility operations including routine inspection and monitoring of infrastructure, electrical, plumbing, HVAC systems, building automation systems controls, and emergency response services. VGS Infrastructure Services is the sole source capable of providing uninterrupted continuation of these essential services due to required site clearances, institutional knowledge, and the impracticality of transitioning to another contractor before the current contract expires September 30, 2026. The extension exhausts the available option clause and aligns with acquisition planning for a follow-on competitive procurement anticipated by March 31, 2027. The Contracting Officer determined the anticipated cost to be fair and reasonable based on existing Option Period IV pricing. The justification was approved by the EPA Advocate for Competition.
