About this file

This document is a Sole Source Justification under Simplified Procedures for Certain Commercial Items in accordance with FAR 13.5. It describes a requirement for preventative maintenance and technical support services for a COPAN Walk-Away Automated Specimen Processing (WASP) Instrument leased by the Department of Veterans Affairs (VA) Palo Alto Healthcare System (VAPAHCS).

The justification explains that COPAN Diagnostics, Inc. is the only responsible source that can provide the required services, as the WASP instrument is exclusively serviced by the manufacturer. The procurement consists of a one-year base period with four one-year option periods, with an estimated total value of $254,614.26 over the five-year period. The VA conducted market research but did not identify any other potential sources. A related federal contract opportunity, Solicitation Number 36C26125P00002, was awarded to COPAN Diagnostics, Inc. on October 1, 2024 for the maintenance and support services.
