About this file
This document is a Justification for Single Source Award by the Department of Veterans Affairs for an emergency electrical repair contract. The contract covers urgent repair services for electrical feeder conductors and conduit at Building 12 of the Sam Rayburn Memorial Veterans Center in Bonham, TX, involving removing existing feeders, inspecting conduit, potentially installing new conduit, and installing a new 400 amp breaker between Building 11 and Building 12. The justification cites an emergency electrical system ground fault that poses immediate risks of fire, damage, and injury, necessitating rapid intervention.
The procurement will be conducted as a sole source award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) that is already on-site and can provide immediate emergency repairs. Market research using the SBA's Dynamic Small Business Search confirmed multiple SDVOSB vendors capable of performing the work, with the local Contracting Officer's Representative recommending the on-site vendor to minimize risks to VA employees and individuals in the affected area. The contract is being awarded under FAR 13.106-1 for purchases over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C257-25-AP-4522
1. Contracting Activity:
The Department of Veterans Affairs, Network Contracting Office-17 (NCO-17) on behalf of the North Texas VA Healthcare System, proposes to enter into a contract on the basis of other than full and open competition to provide labor and materials for the emergency services to repair electrical feeder conductors and conduit supplying Bldg.12, located at Sam Rayburn Memorial Veterans Center, 1201 E. Ninth St., Bonham, TX 75418.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The work to be performed:
• Removing existing feeders from conduit/raceway.
• Inspect the conduit/raceway to determine if it is sized properly for the new installation and that it meets the standards required for the new application.
• If the conduit is deemed unfit, then a new conduit/raceway shall be installed to provide electrical feeder conductors between Building 11 and Building 12.
• Install a new 400 amp breaker located at Building 11 to feed current 400 amp service at Building 12.
The work will be performed at Bldg. 12, Sam Rayburn Memorial Veterans Center, 1201 E.
Ninth St, Bonham, TX 75418.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The proposed emergency contract is for immediate repair of electric feeder conductors and conduit supplying Bldg.12 at the Sam Rayburn Memorial Veterans Center. The existing feeder conductors experienced a direct short, causing a ground fault in the building's electrical system.
Delaying the repair allows dangers to potentially escalate, increasing the risk of fire, damage, and injury to personnel and property. Due to the compelling and urgent need, a local source was recommended, who is also on site at Sam Rayburn Memorial Veterans Center, to complete the emergency repairs.

4. Description of market research conducted and results or statement why it was not conducted:
Immediate market research was conducted utilizing the Small Business Administration's (SBA) Dynamic Small Business Search (DSBS). The result of that query shows multiple SDVOSB vendors capable of conducting the work. Concurrently, the local Contracting Officer's Representative (COR) identified a Service-Disabled Veteran-Owned Small Business (SDVOSB) company willing to provide immediate action on the emergency repair.
The vendor can immediately address urgent requirements due to their onsite presence.
Awarding to this identified SDVOSB is in the Government's best interest to minimize the risk of injury to VA employees or individuals in the affected area.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
