II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a fixed-price, indefinite-delivery, requirement’s type contract. This contract is for the repair of the 2nd Stage Turbine Nozzle used in the F107-WR-101 which powers the AGM-86 Air Launched Cruise Missile, from Florida Turbine Technology, hereafter referred to as FTT, and whose Commercial and Government Entity (CAGE) code is 1SQV9. This repair contract is for the continued support of the highly specialized repair processes developed through and proven by FTT’s reverse-engineering efforts. FTT was chosen by AFLCMC/LPA through the System of Systems Consortium (SOSSEC), using the Other Transaction Agreement (OTA) process at Wright-Patterson AFB. SOSSEC is chartered as a single point of contact and offers the unique ability to integrate and harness the power of a diverse consortium of organizations. The Consortium was specifically formed to address the needs of the Department of Defense (DoD). It is founded on a simple concept: that collaboration, innovation, and cooperation among a broad spectrum of industry, academia and non-profits vastly improves the products and services delivered to its clients. This specific requirement opportunity was awarded under the title, F107-WR-101 Turbofan Engine Re-engineering Prototype Projects, opportunity number LP-OTA-17-001, under Contract #FA8626-17-9-1000 - LPA-PLA-0014. FTT has shown specialized experience developing a repair for the F107-WR-101 2nd Stage Turbine Nozzle which has never been repaired during the entire life of the F107-WR-101 engine found on the Air Force Cruise Missile fleet. Both the engine depot at Tinker AFB and the OEM, Williams International, turned down request to perform or provide either needed services, or the ability to procure new assets. In accordance with (IAW) FAR Part 16, a sole-source, non-commercial, indefinite delivery-requirement’s type contract with a 3-year ordering period is being considered appropriate for this acquisition. The estimated total value of this requirement is $ , with an estimated award date of 16 September 2019.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE
USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
The F107-WR-101, 2nd Stage Turbine Nozzle, described in Section III is a highly specialized component of the F107-WR-101 engine which propels the nuclear equipped AGM-86B Air Launch Cruise Missile (ALCM) and/or the AGM-86C/D Conventional Air Launch Cruise Missile (CALCM).
The F107-WR-101 turbo-fan engine propels the nuclear warhead equipped AGM-86B ALCM and/or the conventional warhead equipped AGM-86C/D CALCM. It is a low by-pass ratio turbo-fan with mixed-flow exhaust. The low pressure (LP) spool consists of a two-stage axial fan, followed by two (2) intermediate axial-compressor-stages in the gas-generator-flow-path, all driven by two (2) axial-turbine-stages. The high pressure (HP) spool consists of a single-stage-centrifugal-compressor driven by a single-axial-turbine-stage. The engine utilizes an annular burner with rotary-fuel-slinger. The two (2) rotary groups are counter-rotating to minimize gyroscopic and shaft-vibration effects. The engine is unique in that the engine speeds are much higher than a typical turbo-fan engine. The F107 engine has exceeded its design life, and is now expected to continue in service past 2030. It was previously decided by the engine OEM, Williams International, that they would no longer support the engine or the re-procurement of engine spare parts.
Not being able to complete this effort will lead to a shortage of the F107 2nd Stage Turbine Nozzle Housing Assembly, and ultimately will result in a work stoppage situation, and an inability to produce F107 engines and non-supportability to the entire Air Force Global Strike Command AGM-86 fleet. The 2nd Stage Turbine Nozzle Housing Assembly cannot be reclaimed, so when one (1) falls out, a replacement part does not exist. For this reason, an effort was undertaken to reach out to experts in the industry to provide repair procedures of the stated Nozzle Assembly. FTT was chosen through the OTA process explained in Section II above, and is the most qualified vendor that could provide the needed repair processes. The result of that effort was a complete set of blueprints along with repair procedures which can be utilized for future requirements for this item. Owning the blueprint and repair procedures will allow for future competition and/or repair stand up at the engine depot at Tinker AFB. In addition, FTT has provided three (3) repaired 2nd Stage Turbine Nozzles which have all been successfully verified by Tinker AFLCMC Engineering, installed in engines and ran across test cell. These three
(3) components can be considered first articles proving FTT repair process. The resultant contract will allow for the immediate requirement to be awarded to the only current approved repair source for the 2nd Stage Turbine Nozzles on the F107 Engine.
The item identified in Section III above contains critical characteristics and, at a minimum, meets the requirements of a critical application item (CAI) as defined in the Aviation Critical Safety Item Management Handbook. The complexity of this item and its criticality to safe operation of the missile requires that the source of repair be an approved source possessing the data, experience, skills, and equipment necessary to restore this item to a like new condition. FTT is currently the only known qualified source possessing the immediate capability and known tested processes to perform this repair of the F107-WR-101 2nd Stage Turbine Nozzle. FTT is the only source who possesses the expertise to perform the required work at this time.
The 848th Supply Chain management Group has determined that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirements.
Without this contract, the TAFB Engine Overhaul line for the F107 engine will not be able to continue recertifying engines, therefore, support to the end user will have major impact to the entire future nuclear mission.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
On 18 September 2017, this requirement was synopsized and posted in the SOSSEC Consortium for 30 days under LP-OTA-17-001. In addition, a sources sought synopsis was posted to the Federal Business Opportunities websites (FBO) 01 Jun 19, with no responses received to date. At this time, FTT is the only source that has provided a successful source approval package, and has shown the capability to perform the needed repairs to the F107 2nd Stage Turbine Nozzle. Currently, there have been no other source approval packages received from any sources indicating they have the resources to perform the needed repair.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor may be required to provide other than certified cost and pricing data. A detailed cost analysis may be performed and price analysis will be accomplished. The Defense Contracting Management Agency and/or Defense Contract Audit Agency may be contacted to assist with the analysis and may assist with inputs throughout the life of the contract.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
This effort was originally posted to be competed through the SOSSEC Consortium on 18 Oct 17 by AFLCMC/LPA in lieu of FBO. Since 2007, SOSSEC has enjoyed many successes, and has developed, integrated, and supported more than 70 multi-million dollar federal, state, and local programs in diverse regions of the country, and has facilitated collaboration among these diverse programs to share information and capabilities. This concept, combined with the competitive environment among the Consortium members is supported by quality oversight by SOSSEC, Inc., ensuring lower-risk, lower-cost, and the best-of-breed delivery for prototype solutions to their clients.
The 2nd Stage Nozzle is a non-developmental item that is for a military unique requirement. Additional market research is not expected to reveal any new sources. Other sources have been found to manufacture similar items, however none have been identified as having access to the data described in Section V which is necessary to meet this specialized requirement. Furthermore, this requirement cannot be satisfied with a commercial or modified commercial item.
A Request for Project Proposal (RPP) was solicited by the SOSSEC Consortium in which four (4) sources showed interest. The four (4) sources, as shown below in Section X include: Florida Turbine Technologies (FTT), Kihomac, Southwest Research Institute
(SwRi) and Teledyne Turbine Engines (TTE). Of the four (4) interested sources, AFLCMC/LPA narrowed their selection down to two (2) sources, and requested white papers, which contained the description of the reverse engineering processes from those two (2) sources, FTT & TTE. From there, it was determined FTT displayed the greatest expertise to repair the 2nd Stage Turbine Nozzle for the F107 engine, hence they were selected to perform the work as described, in addition to developing a prototype repair, which has since been tested and determined to be successful.
A Sources Sought Synopsis was posted as stated above, with no responses received to date, and is not expected to result in any additional sources that could provide the needed repairs to the 2nd Stage Turbine Nozzle in a timely manner. Based on market research, FTT was found to be the only source able to fulfill the requirement described in Section III.
