Control No:

Contractor: Avox Systems Inc.

Program/Equipment: MPU-5(V)/P CBRN Protective Mask

Version – September 2018 at the time of solicitation. The Base-Year, Option 1, Option 2 and Option 3 of the DO have been awarded with deliveries being made until December 2022.

The existing DO was considered as a means to purchase the USAF/FBI masks but since this requirement was not anticipated when the DO was solicited there are restrictions on using O&M funding. This purchase for both agencies is expected to be a one-time occurrence.

The Government furnished equipment (GFE), injection molds, used to make key parts of the mask for the removable face plate concept were exceptionally challenging to manufacture due to complex part geometry and use of the rubber/plastic over-molding process. This GFE along with several other GFE molds are obligated to Avox until the completion of Option 3 and will not be available for a competitive solicitation.

Consequently, all GFE would need to be recreated for a vendor other than Avox to produce the mask systems, this task along with developing a supply chain and establishing the production line; would be cost and schedule prohibitive

For the reasons given above, Fair Opportunity is not practicable for such a small purchase.

6. Actions to Increase Competition: The MPU-5(V)/P Full Rate Production quantity of masks was competitively awarded to Avox Systems Inc., under contract

W911QY18D0023, delivery order W911SR19F0053. No further actions are planned to increase competition for this one-time purchase.

7. Market Research: Market research was performed by Government technical representatives for this action. The research included an evaluation of awardees under the JE-RDAP contract that could possibly produce the MPU-5(V)/P mask system. Two awardees besides Avox were considered qualified, . These contractors were deemed capable due to their experience with manufacturing other similar military respirators, however the recommendation of the research was a sole source award of the USAF and FBI quantities to Avox Systems. The basis of this recommendation is that the recreation of injection molds, supply chain and production line would be cost and schedule prohibitive for this small purchase quantity.
