2 Introduction

Thomas Jefferson National Accelerator Facility (TJNAF) is a nuclear physics research laboratory seeking production of thirteen (13) Cryogenic Interface Cans (CIC) for use on the Electron-Ion Collider (EIC)

Project. The CIC is an essential component of the EIC 591 MHz Single Cell Cryomodules (591 CS) which serves as an interface between the cryogenic helium transfer lines and the 591 SC module. The CIC hosts cryogenic piping, valves, reliefs, etc. servicing cryogenic helium at temperatures as low as 2

Kelvin.

The CIC is considered a part of the EIC 591 SC’s pressure boundary, therefore construction of the CIC shall adhere to the latest relevant ASME Codes and will be subject to requirements for cleanliness, magnetic hygiene, leak tightness, and dimensional tolerance. No “U” Stamp is required.

The construction of the CIC poses a particular challenge due to the complexity of the internal piping, the need for installation of Multi-Layer Insulation (MLI), the inclusion of 2 plate-fin aluminum heat exchangers, and a minimal leak rate requirement across many welds.

JL0151901-SOW, R1 Print Date:10/6/2025 Page 3 of 16

3 Scope

This Statement of Work (SOW) describes the minimum requirements necessary to fabricate the

Cryogenic Interface Can assemblies for TJNAF in support of the EIC 591 MHz Single Cell Cryomodule production.

6.2 Requirements

6.2.1 Welding and Brazing

6.2.1.1 See Sec. 12.1 for Welding and Brazing Requirements.

6.2.2 Control Valves

6.2.2.1 It should be noted that installation of the control valve seat requires custom tooling.

Vendor shall produce their own tool. If needed, JLAB may provide information on the tooling currently in use at JLAB. Some known risks include dropping the valve seat before tightening it, the seat cross-threading the mating adapter, and valve stem misalignment with respect to the housing. Vendor shall verify that the male stem can be inserted smoothly and the top mounting flanges should match with no gaps.

6.2.2.2 Vendor shall test all completed valve assemblies in the final assemblies to ensure leak tightness, ability to achieve full stroke length, and that the valve assemblies are free of binding, jamming or misalignment.

6.2.3 Pressure Systems Requirements

6.2.3.1 The design pressure for the CIC is 33 psig. This design will require the Seller and any subcontractors to follow the ASME BPVC requirements including pressure testing of the completed CIC assembly. JLAB is not requiring the Seller to “U“ stamp the CIC. Structural analysis of the CIC has been performed to show that the CIC design is compliant with the

ASME BPVC requirements and can be reviewed upon request. Should the vendor perform independent analysis to meet their internal requirements, JLAB may provide information on boundary and loading conditions.

6.2.3.2 Piping

The piping inside the CIC shall be fabricated, inspected, and tested in accordance with

ASME B31.3 for normal fluid service. The piping circuits are identified in Appendix XXXXX.

CIC cryogenic piping MAWPs at room temperature are as follows:

JL0151901-SOW, R1 Print Date:10/6/2025 Page 6 of 16

• Supply piping 165 psig

• Return Sub-Atmospheric piping 75 psig

• Cool-down bypass/primary relief 165 psig

• Combined Return Piping 165 psig

6.2.4 Testing

The contractor shall submit detailed cold shock, pressure test and leak check procedures for approval by JLAB as part of the bid package. It is at the Seller’s discretion whether to perform tests at component or subassembly level or not. Cold shock, pressure test and leak test at final assembly level for all CIC assemblies is mandatory.

6.2.4.1 Pressure Test

1. The Seller shall perform pressure tests on all cryogenic circuits and the CIC final assemblies.

2. See Sec. 11.1 for details.

6.2.4.2 Cold Shock:

3. All internal components of the CIC are to undergo a minimum of 3 cycles from room temperature to liquid nitrogen temperatures (~77K), back to room temperature.

4. See Sec 11.2 for details.

6.2.4.3 Helium Leak Test:

1. Specific helium leak check requirements and rates are noted on relevant drawings.

2. Unless otherwise specified, cryogenic pipes inside the CIC are required to have a helium leakage not exceeding 2.0 × 10 -10 atm*cc/sec. CIC air to vacuum boundary shall not have a leak rate greater than 1.0 × 10 -9 atm*cc/sec.

3. Exception to these leak rates shall be approved by JLAB.

4. See Sec 11.3 for details.

6.2.5 Multi-Layer Insulation

1. All surfaces that operate below room temperature during normal operation shall be thermally protected with multi-layer reflective insulation (MLI). This material consists of alternating single layers of spun-bonded polyester spacer and radiation reflectors.

2. See Sec 12.3 for details

6.2.6 Cleanliness

Refer to Section 12.3 for full details of cleaning requirements.

1. Surfaces shall be cleaned at stages of fabrication such that dust, oils and other contaminants are removed prior to final assembly and preparation for delivery to

JLAB.

2. Seller may submit their own cleaning specifications for JLAB’s approval.

6.3 Technical Documentation Package

6.3.1 All Welding & Brazing Documentation as described in Sec 12.1

6.3.2 Quality Assurance Manual

The subcontractor shall provide TJNAF with a written quality assurance (QA) manual and/or description of the QA program used for this procurement, delivered as part of the proposal.

This written document shall include, but is not limited to the following:

• Quality management (organizational structure, responsibilities, and interfaces)
