Joint Readiness Training Center (JRTC) Five Towers Replacement
Notice Type:
Request for Information/Source Sought Notice
Brief Description:
The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO
STRI), Project Manager for Training Devices (PM TRADE) is conducting market research for the erection of 5 (five) new communication towers. The Joint Readiness Training Center (JRTC)
Tactical Communication Subsystem effort uses Commercial off the Shelf (COTS) Information
Technology equipment to properly operate, display, and protect the JRTC Instrumented Systems
(JRTC-IS) while supporting rotations. The survey findings conducted by US Army Corps of
Engineers, St Louis District in August of 2013 concluded that the existing towers failed to meet the standards in accordance with American National Standards Institute/Telecommunication
Industry Association (TIA/EIW) 222-G (Structural Standard For Antenna Supporting Structures
And Antennas) Structural standard. This effort is for the replacement of the existing five (5) communications towers that failed the survey mentioned above.
The effort requires:
- Basic site preparation work
- Erection of the towers and foundation
- Installation of communication cabling
- Installation of antennas and communication electronic equipment
- Demolition of the old communication tower and foundation
- Preparation/delivery of drawing package
A draft Performance Work Statement (PWS) is attached. At this time, the Government requests industry’s input, recommendations, and questions regarding the attached PWS. (Attachment 1)
The intent of this sources sought notice is to gather market research and familiarize the vendors with the requirements for the solicitation.
Acquisition Approach:
The Government intends to award a single Contract with Firm Fixed Price Line Items. Award is anticipated to be made using the Best Value Process and will likely be made utilizing Lowest
Price Technically Acceptable (LPTA) source selection criteria.
The estimated Milestone Schedule for this effort is as follows:
RFP Release – March 2020
Site Visit – March/April 2020
Industry Response (RFP) – April 2020
Award – July 2020

THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT synopsis only. All questions should be emailed to francis.d.sierra.civ@mail.mil.
The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification: Small Business, Small Disadvantaged Business, HUB Zone Small Business
(Certified by SBA), Woman Owned Small Business, Veteran Owned Small Business, Service
Disabled Veteran Owned Small Business, Historically Black College/University or Minority
Institution, Woman Owned Business, Minority Owned Business (If Minority, list ethnicity), Disabled Owned Business or Large Business (including non-profit) relative to North American
Industry Classification System (NAICS) Code 333318, OTHER COMMERCIAL AND
SERVICE INDUSTRY MACHINERY MANUFACTURING. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions and to help formulate an acquisition strategy.
SUBMISSION REQUIREMENTS:
1. STATEMENT OF CAPABILITY:
Submit a brief description, four (4) pages or less that demonstrates:
1) How your company has the supervision, facilities, labor and experience to provide the requested items provided in the attached Performance Work Statement.
2) Past experience in providing these items to other Government (Federal or State) agencies, or for a private facility.
3) Past experience working at the Joint Readiness Training Center and handling projects/efforts during training rotations
4) Experience in the regulatory process for tower construction (FAA, State/Parrish utilities etc.).
2. BUSINESS SIZE AND SOCIO-ECONOMIC STATUS:

a. Indicate whether your business is large or small per the Size Standards that your business is registered in Sam.Gov.
b. If small, indicate if your firm qualifies as a small emerging business, or small disadvantage business.
c. If disadvantaged, specify under which disadvantage group and if your firm is certified under
Section 8(a) of the Small Business Act.
d. Indicate if your firm is a certified Historically Underutilized Business Zone (HUBZone)firm.
e. Indicate if your firm is a woman owned or operated business.
f. Indicate if your firm is a certified Service-disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB).
g. If you are a small business please confirm your understanding of FAR 52.219-14 Limitations on Subcontracting, The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.
h. Include the DUNS Number and/or CAGE Code of your firm.
i. State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/SAM. If not, please note that any future solicitation could only be awarded to a contractor who is registered in SAM.
j. Indicate whether your business is classified as a small business under the NAICS code 333318.

Research purposes only and is being used as an instrument to identify potential business sources that can provide the capabilities described herein.
The information provided in this notice is subject to change.
