About this file
This is a Justification Restricting Competition (Document Number 26-125) for a sole source contract award by the Naval War College (NWC) College of Leadership and Ethics (CLE), procured through NAVSUP Fleet Logistics Center (FLC) Norfolk.
The contracting activity seeks to award a firm-fixed-price, indefinite delivery, indefinite quantity (IDIQ) contract to O2X Human Performance, LLC (a large business) for Human Performance Workshops supporting the Intermediate Flag and Executive (IFLEX) and Advanced Flag and Executive (AFLEX) programs. The contract has a five-year ordering period from May 1, 2026, to April 30, 2031. Two previous FFP contracts were awarded to O2X on a sole source basis: IFLEX (awarded September 22, 2025, Contract N0018925PG072) and AFLEX (awarded January 6, 2026, Contract N0018926PR004). The estimated dollar value table is redacted in the document. Services will be funded through appropriate fiscal year Operations & Maintenance, Navy (O&MN) appropriations.
The services required consist of customized five-day Executive Wellness courses of instruction for Flag Officers and Senior Executives, including classroom instruction, experiential exercises, and practical demonstrations delivered by qualified subject matter experts in strength and conditioning, nutrition, sleep science, and mental performance. The justification asserts that O2X is the only entity capable of providing these customized workshops, as the company has developed proprietary curriculum specifically tailored to NWC's requirements and possesses exclusive subject matter expertise. Market research confirmed no other vendors can satisfy the government's needs, and O2X holds no authorized third-party partners to deliver these services. The statutory authority cited is 41 U.S.C. 1901 (Simplified Acquisition Procedures) as implemented by FAR 12.102(b) for commercial services. The document references six prior O2X contracts (N0018924PG004, N0018924PG014, N0018925PG004, N0018925PG015, N0018925PG072, and N0018926PR004) completed successfully. The Contracting Officer determined the anticipated cost to be fair and reasonable, and the contracting activity has no current plans to compete future contracts unless another potential source emerges.

NWC conducts advanced professional military education to prepare naval and joint leaders to think critically, apply strategic judgment, and operate effectively in complex security environments. For this mission, NWC uses assessment and awareness instruments to enhance the readiness, resilience, and leadership effectiveness of Naval Flag Officers and Senior Executive Service leaders.
To meet these objectives, NWC periodically engages commercially available human performance programs grounded in evidence-based approaches to physical, cognitive, and emotional performance.
These programs integrate nutrition, physical conditioning, injury risk reduction, sleep optimization, stress management, recovery strategies, and mental performance to sustain executive effectiveness at the highest levels of responsibility.
O2X specifically tailored the IFLEX and AFLEX Human Performance Workshops used by NWC in its curriculum to fit the specific needs as outlined by the faculty of NWC CLE. The workshops contribute to meeting the overall mission, which is guided by the CNO and VCNO, and will support the overall wants and needs of the Navy as a whole, as it pertains to Flag Officer and Senior Executive leadership development.
4. Statutory Authority Permitting Sole Source.
The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b).
5. Rationale Justifying Use of Cited Statutory Authority.
Market research indicated that O2X is the only entity that can provide the required workshops. There is no other known vendor in the marketplace that can satisfy the government need.
O2X offers the unique ability to furnish multiple subject matter experts in different areas of the desired fields of mental and physical wellness for executive leadership. O2X has coordinated with NWC and built a custom curriculum and course presentation on mental and physical wellness as it pertains to executive level leadership to present to participants at an executive level for leadership development.
This custom curriculum and course presentation is completely unique to O2X. O2X also possesses the proprietary ownership of the information and continually manages any developments or revisions to the curriculum in line with NWC’s direction. The proposed workshop supports the overall mission tasked to USNWC CLE by the CNO/VCNO to plan and execute curriculum on flag and executive leadership and human development for IFLEX.
Historically, NWC has procured these courses through O2X under the following contracts in which all services were completed in a timely manner:
N0018924PG004
N0018924PG014
N0018925PG004
N0018925PG015
N0018925PG072

This services include:
A five (5)-day Executive Wellness course of instruction customized for Flag Officers and Senior Executives
Classroom instruction, experiential exercises, and practical demonstrations delivered by qualified subject matter experts in strength and conditioning, nutrition, sleep science, and mental performance
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted against mandatory sources which yielded negative results. Market research from all prior contracts also indicates that O2X is the only entity that is trained and able to provide the required workshop in accordance to NWC’s requirements and the training’s curriculum.
O2X does not have any other third-party partners who can deliver/provide their workshop. All proprietary data is owned and maintained by O2X.
O2X does currently hold a GSA contract; however, the contract does not cover the services required for the IFLEX/AFLEX workshops.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, the contracting activity has no plans at this time to compete future contracts for the types of services covered by this document. If another potential source emerges, the contracting activity will assess whether competition for future requirements is feasible.
