This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The NAICS Code for this requirement is 484210 - Used Household and Office Goods Moving. This industry comprises establishments primarily engaged in providing local or long-distance trucking of used household, used institutional, or used commercial furniture and equipment. This requirement will be 100% small business set-aside. Please see attached Performance Work Statement (PWS) for Packing, Containerization, and Local Drayage of Direct Procurement Method Personal Property Shipments.

2. The selection methodology for award of this Blanket Purchase Agreement (BPA) will be made to the lowest price technically acceptable (LPTA) offeror for each group of zones. The Government intends to award 1 firm fixed price BPA for group of Zones (51-53), and 1 firm fixed price BPA for group of Zones(54-56) for the subject effort.

3. There are 10 attachments to this SAPR: Attachment 1 Performance Work Statement, Attachment 2 Pricing Worksheet, Attachment 3 Provisions and Clauses, Attachment 4 Figures, Attachment 5 Third Party Payment System, Attachment 6 Publications and Standards, Attachment 7 CDRLS, Attachment 8 Definitions, Attachment 9 Acronyms, Attachment 10 Claims and Liability. A response to this solicitation shall consist of completion of Attachment 2 Pricing Worksheet or a submitted proposal in contractor format as long as it , at a minimum, depicts estimated quantities provided and prices for the desired delivery periods. Additionally a response shall include a capability statement that demonstrates and provides evidence of successful past performance relevant to this requirement.

4. Basis of Award: Award will be made in accordance with (IAW) FAR Parts 12 and 13 procedures and the procedures specified in this SAPR, and on the basis of the lowest price proposal that is technically acceptable. A BPA may be awarded to the offerors who are deemed responsible IAW FAR 9.1, as supplemented, whose proposal conforms to the SAPR's requirements and is judged to represent the technically acceptable proposal with the lowest complete and reasonable price per each group of zones (51-53) and (54-56). First, the Government will rank the proposals which conform to the SAPR's requirements from lowest price to highest price for each group of zones listed above. The Government will award one offeror for each group of zones for this requirement. An offeror may be awarded a BPA for one, or both group of zones listed previously, and as specified in the PWS. Additionally, the Government intends to award no more than two BPAs total. An offeror will be the only vendor for a zone if they are determined to have the lowest price technically acceptable offer. The Government will evaluate the lowest price offeror for technical acceptability as follows:

Technically acceptable - quote meets all the requirements of this SAPR and its attachments.

Technically unacceptable - quote does not meet all the requirements of this SAPR and its attachments.

Evaluation Criteria: This requirement contains 2 Evaluation Factors – 1.Technical and

2. Price.

1. Technical:

Sub-Factor 1: Technical approach Sub-Factor 2: Labor and Equipment Sub-Factor 3: Experience

2. Price – Outlined below.

If the proposal with the lowest price for the specified zone is determined technically acceptable, the Government will evaluate the offeror's price for completeness and reasonableness. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable proposals (to establish adequate price competition). Definitions for completeness and reasonableness are defined below. If the lowest priced propsal is technically acceptable and the price is complete and reasonable, this offeror's proposal represents the best value to the Government and award will be made to that offeror. If the lowest priced proposal for the specified zone is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that offeror. If, after interchanges with that offeror, their proposal is technically acceptable and remains the lowest priced, the contract will be awarded to that offeror. If the Government deems the proposal not easily correctable, or if at any time it becomes other than the lowest priced proposal, the next lowest priced proposal will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable proposal, or until all proposals are evaluated.

Applicable definitions for price completeness and reasonableness are outlined below:

Completeness - The proposals will be reviewed to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the offeror's proposals in addressing and fulfilling the SAPR requirements.

Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 13.106-3(a).

Unbalanced Pricing - Contractors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

5. The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the offerors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some, or all offerors. The Government is not required to conduct interchanges with any or all offerors responding to this SAPR. This acquisition follows the ordering procedures outlined in FAR 13, as supplemented. The CO will determine prices fair and reasonable through the use of one or more of the evaluation techniques at FAR 13.106-3(a).

6. This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a quotation. The Government reserves the right not to award a BPA in response to this SAPR. Prior to commencement of any activities associated with delivery of this requirement, the Government will issue a written directive or contractual document signed by the CO with appropriate consideration established.

7. Proposals shall be submitted by email to phillip.bragg@us.af.mil, and nicholas.smothers@us.af.mil no later than 11 Dec 20 at 5:00 PM Central Time. All electronic submissions shall reference the completed SAPR number in the subject line. LATE PROPOSALS WILL NOT BE ACCEPTED. For all contractual questions and comments, please contact Mr. Phillip Bragg, CS, via email at phillip.bragg@us.af.mil as well as Mr. Nicholas Smothers, CO, via email at nicholas.smothers@us.af.mil.

PLEASE NOTE: If any offeror wishes to submit a proposal for only one group of zones (51-53) or only (54-56) please leave the other undesired group blank.
