About this file
This Statement of Qualifications (SOQ) document pertains to the Jefferson Parish Comprehensive Water System in Louisiana and solicits qualified professional consulting firms to provide professional consulting services for the water system. The SOQ process seeks to identify and pre-qualify firms capable of delivering comprehensive consulting services for water system planning, design, engineering, and related infrastructure projects. The document outlines the evaluation criteria and qualification requirements that interested firms must demonstrate through their submissions. Prospective consultants are required to provide detailed information regarding their firm's experience, technical capabilities, staffing qualifications, and past performance on similar water utility projects. The submission process establishes specific deadlines and requirements for interested firms to present their qualifications and relevant project experience to the selection committee.
The SOQ evaluation process focuses on assessing consultant capabilities in areas such as water system planning, hydraulic modeling, infrastructure design, permitting coordination, and project management. Qualified firms selected through this SOQ process may be eligible for engagement on subsequent task orders and consulting service contracts for Jefferson Parish's water system improvements and operations. The document emphasizes the importance of demonstrated experience with municipal water utilities, understanding of Louisiana regulatory requirements, and proven project delivery capabilities. This pre-qualification mechanism allows Jefferson Parish to identify and maintain a roster of qualified consultants available for ongoing and future water system consulting needs, facilitating efficient procurement and project initiation when specific consulting services are required.
