About this file

This is a Justification and Approval (J&A) document for a sole-source contract award by the Naval Surface Warfare Center Indian Head Division (NSWC IHD), Contracts Office Code 02, under the Naval Sea Systems Command.

The procurement seeks to award a follow-on sole-source contract to Applied Energetic Technology Corp (AETC) for the fabrication, acceptance inspection, and delivery of 1,100 CCU189/B Impulse Cartridges (DODIC JP40) in support of EA-18G aircraft operations. The JP40 cartridge is a Hazards of Electromagnetic Radiation to Ordnance (HERO) Safe version with a modified ignition element incorporating a capacitor to enable aircraft to avoid At-Risk flight status. The contract includes limited install life cartridges for fleet use and additional testing for service life extension. The estimated total contract value is $750,000 for FY2026, with fleet delivery required no later than the end of calendar year 2026. The sole-source justification is based on 10 U.S.C. 3204(a)(1), as AETC is the only source with proven and validated manufacturing capabilities meeting all government performance and safety requirements within the required operational timeframe. Market research confirmed that qualifying alternative vendors would require unacceptable delays of approximately nine months for validation, testing, and manufacturing process qualification. The Contracting Officer determined the anticipated cost to be fair and reasonable, and the document was approved by Maggie Alston, the Approving Officer, on March 24, 2026.
