About this file
This is a Justification for Other Than Full and Open Competition (JOTFOC) document from GSA Region 4 for a succeeding lease of warehouse and office space in Havelock, NC. The document justifies negotiating directly with the incumbent lessor for continued occupancy of 50,245 ABOA/51,355 RSF at 103 Outer Banks Dr., where the current lease (LNC01030) expires on 10/17/2024.
The proposed lease is for a 10-year term (5 years firm) starting 10/18/2024, with an estimated annual cost of $873,035 ($17.00 per RSF) and total contract value of $8,730,350. The space includes 16,140 SF of climate-controlled area for storing sensitive equipment. Market research conducted through SAM.gov advertising and CoStar searches yielded no alternative locations meeting the requirement to be within a 15-minute radius. Only the incumbent expressed interest. The rental rate was deemed fair and reasonable based on market comparables ranging from $11.66 to $31.73 per RSF. The LCO certified that awarding a succeeding lease for 51,355 RSF is in the government's best interest, citing no existing warehouse buildings in the delineated area that could accommodate the requirement without new construction.
