SIMPLIFIED ACQUISITION SOLE SOURCE JUSTIFICATION

FOR ACQUISITIONS UNDER $250K

Activity: The Department of Health and Human Services, IHS, proposes to enter into a purchase order on a basis of other than full and open competition for the following acquisition as implemented by FAR Subpart 13.106.

2. Description of Supplies or Services:

TigerConnect provides tools to send secure text messages to patients’ phones. This is an important capability for the IHS because we need to send an urgent notification to several thousand patients to notify them of adverse reactions to the J&J COVID-19 vaccine.

6. Briefly Explain:

TigerConnect is the only HIPAA compliant solution that has an Authority to Operate at another Federal Department/Agency and operates on FedRAMP infrastructure to meet IHS information security requirements. No other vendor is able to provide service in timely manner to meet this urgent security requirements.

7. Impact to the Government if not awarded in accordance with the above:

Timing is an urgent and compelling need because patient care is at risk. Adverse reactions to the J&J vaccine appear within three weeks of patients taking the shot. These reactions can lead to death. We need to notify the those patients who received the vaccination prior to the time period the IHS was aware of the side effects.
