About this file

This document is a Justification and Approval for Other Than Full and Open Competition related to a federal contract opportunity for the replacement of valves and blind flanges at the Folsom Pumping Plant operated by the Bureau of Reclamation.

The contract, valued at an unknown amount, was awarded to Syblon Reid, a registered small business, on September 18, 2024. The work involves lead abatement, installation of a 26-inch blind flange, replacement of a 36-inch butterfly suction valve, and replacement of a 24-inch gate discharge valve. This work is considered urgent and compelling due to the criticality of the Folsom Pumping Plant in providing raw water to the City of Folsom, Folsom Prison, San Juan Water District, and Roseville Water. The Contracting Officer will determine the contractor's price is fair and reasonable based on proposal analysis. The justification cites 41 U.S.C. 3304(a)(2) as the statutory authority for other than full and open competition due to the unusual and compelling urgency of the requirement.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN

COMPETITION

In accordance with FAR 6.302 or FAR 13.501(a), the proposed contractual action is pursuant to the statutory authority identified in paragraph 4. This template is required for actions over the

Simplified Acquisition Threshold (unless the procurement is acquired as a limited source IAW

FAR 8.405-6 or is an Exception to Fair Opportunity IAW FAR 16.505(b)(2)).

1. Agency and Contracting Activity (FAR 6.303-2(b)(1)). The Department of Interior

(DOI), Bureau of Reclamation (BOR), Interior Region 10, California – Great Basin

(CGB), Construction Acquisitions Office located in Sacramento, California.

2. Nature/Description of Action (FAR 6.303-2(b)(2)). Folsom Pumping Plant was built in the 1950’s. The pumping plant is the main source of water for the City of Folsom and

Folsom Prison. It also supplies water to San Juan Water District and Roseville Water.

The pumping plant supplies raw water from Folsom Lake via eight horizontal centrifugal pumping units. Currently seven out of eight units are installed, with the area for Pump 1 empty for future installation. Most major electrical and mechanical components of the pumping plant have not been modified or changed in the last 65 years. Some of the pumps and valves have failed recently and need repair. Work must be completed before water elevation of Folsom Lake gets below 435 feet.

3. Description of Supplies/Services (FAR 6.303-2(b)(3)).

A. Conduct lead abatement as required to the equipment and pipelines to allow for safe replacement and future maintenance on the valves and actuators listed in this SOW.

B. Conduct employee exposure assessments per Occupational Safety and Health

Administration (OSHA) and Reclamation Safety and Health Standards (RSHS) all work to determine actual employee exposure. Report the exposure levels with each task to BOR.

C. Furnish and Install 26-inch blind flange on Pump 3 suction pipeline.

D. Replace the 36-inch butterfly Suction Valve (V28) on Pump 7.

E. Replace the 24-inch gate Discharge Valve (V7) on Pump 3.

4. Statutory Authority Permitting Other than Full and Open Competition (FAR 6.303-

2(b)(4)). (Check one)

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.303-2(b)(5)).

The Folsom Pumping Plant is one of the most mission critical facilities owned and operated by the Central California Area Office (CCAO). Obligatory raw water supply to the City of Folsom, Folsom Prison, San Juan Water District, and Roseville Water is used for domestic (drinking water), municipal, and industrial purposes. The constant water supply is so critical to the downstream agencies that ceasing flow for more than 8 hours in any given day is normally not possible.

The plant equipment includes 7 normal operating pumping units and 1 emergency pumping unit. The 2 largest pumps (Pumping Units 7 and 8) are redundant to each other

(operated one at a time) and are the main “workhorse” units used due to their ability to supply about 25% of the possible plant output by themselves, and because they automatically adjust flow depending on downstream demand. If Units 7 and 8 are out of service, the plant may not be able to provide the demanded flowrate, especially if one or more of the other 5 normal pumping units are also out of service at the same time.

The Government requires the replacement of one existing 24-inch electric motor operated gate valve, one existing 36-inch manual butterfly valve, and one 26-inch blind flange with new

Government furnished motor operated valves at Folsom Pumping Plant.

Syblon Reid is a registered small business in sam.gov for this type of work. They are located in

Northern California, familiar with the Folsom Pumping Plant facility, have performed pump work there, and they currently have employees with security access. Syblon Reid has the technical capabilities to successfully complete this urgent and compelling work within the needed time frame. They have previous experience completing work for the Bureau of Reclamation (BOR).

6. Description of efforts made to maximize competition (FAR 6.303-2(b)(6)). This acquisition is of an urgent and compelling nature due to the implications for water delivery to City of Folsom, Award Number: 140R2024C0023 Page 3 of 3 eFile - B02

Folsom Prison, San Juan Water District, and Roseville Water. Additionally, completing necessary work by BOR personnel is not possible in the facility due to the existence of lead-based paint on the pipes/valves. The contractor that was chosen is capable, knowledgeable, and able to complete the work within the necessary time period.

7. Determination of Fair and Reasonable Cost (FAR 6.303-2(b)(7)). The Contracting

Officer will determine the contractor’s price is fair and reasonable based on the proposal analysis techniques listed in FAR 15.404-1.

8. Description of Market Research Conducted (FAR 6.303-2(b)(8)). The project manager conducted initial market research to find a capable contractor that was registered in sam.gov.

9. Any Other Supporting Facts (FAR 6.303-2(b)(9)). N/A

10. Listing of Interested Sources (FAR 6.303-2(b)(10)). Syblon Reid Co. is registered in sam.gov as a small business for the NAICS, capable of performing the work needed, local business, and available on short notice to complete the cleanup in a timely manner.

11. Actions Taken to Remove Barriers to Competition (FAR 6.303-2(b)(11)). N/A - Due to urgent and compelling need for water delivery to City of Folsom, Folsom Prison, San

Juan Water District, and Roseville Water.
