About this file

This document is a Justification for Other Than Full and Open Competition for a lease extension for the Bureau of Land Management (BLM) in Richfield, Utah. The BLM currently leases 18,725 rentable square feet consisting of 9,430 SF of office space, 8,190 SF of warehouse space, and 1,105 SF of common space at 150 East 900 North, Richfield, UT. The lease is requested to be extended for a five-year firm term ending May 31, 2030, with the incumbent landlord.

BLM conducted a market analysis and found limited alternative options, with Costar identifying only one other office space in Richfield. The agency is prioritizing other projects in Utah and Wyoming, including the Utah State Office and Moab Field Office. The lease extension is justified under statutory authority that allows noncompetitive procedures when services are available from only one responsible source. A cost-benefit analysis shows minimal additional costs for remaining in the current facility, and the extension will prevent disruption to BLM's operations in the Richfield Field Office.
