About this file

This document is a Justification for Other Than Full and Open Competition (JOTFOC) for a sole-source procurement by the US Coast Guard at Base Charleston. The contract, valued at $29,871.35, is for purchasing and installing replacement lock mechanisms for Base Charleston facilities, with the existing vendor being selected due to their established key and lock program management since 2017. The procurement is justified under 10 U.S.C. § 3204(a)(1) as only one responsible source can satisfy agency requirements, specifically because the vendor has comprehensive records of the existing key and lock system, and using another vendor would introduce inconsistencies and potential complications in the facility's security infrastructure.

The sole-source justification emphasizes the proprietary nature of the lock and key system, with keys and cores ordered through a secure network designed specifically for Base Charleston. The vendor has maintained the entire key and lock program since its original installation, and the current keypads are considered obsolete, though the associated keys and cores remain interchangeable with new locks. The document notes that replacing the entire key and lock program would cost over $100,000, and switching to a different vendor would potentially disrupt the existing security system's continuity and effectiveness.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.

Purchase and installation of replacement lock mechanisms at Base Charleston facilities. Parts being replaced are broken, worn, missing, obsolete and/or irreparable.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER

SUPPLIES OR SERVICES CAN BE USED.

Procurement is limited to one source to maintain consistency of key and lock program at Base Charleston. Vendor has record of all existing requirements for Base Charleston and made original install of entire key and lock program at Base Charleston and has maintained the program since. Using a different vendor would lead to inconsistencies within the key and lock program and yield confusion and loss of continuity. Keys associated with locks and cores are proprietary and ordered through a secure network that are designed to Base Charleston’s current key and lock program. Existing keypads, functioning/nonfunctioning are now obsolete, however keys and cores associated w/ those keypads remain the same are interchangeable with new locks.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY

POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).

Requested vendor provided locks and installation for Base Charleston and has maintained the system since 2017. Requesting vendor to maintain consistency in Base Charleston Key and Lock program. No other pricing was sought. Seeking other vendors would require implementing new/external mechanisms to the current program, which would not fall w/in the current key/core matrix. Keys associated with locks and cores are proprietary and ordered through a secure network that are designed to Base Charleston’s current key and lock program.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

Vendor provided all existing lock mechanisms on Base Charleston and has provided maintenance and product since 2017.

Vendor has sole records of lock key and lock program on Base Charleston. Choosing another vendor would result having two separate key and lock programs for the same facility, which would ultimately yield confusion and loss of consistency.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL

AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

Vendor has intimate familiarity with requirements of key and lock program at Base Charleston.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY

BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

To choose another vendor would potentially introduce new key/core/lock manufacturers to the current key and lock program.

Base Charleston would benefit more from replacing the entire key and lock program which costs in excess of $100,000.
