About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services valued at or below the Simplified Acquisition Threshold (SAT). The document authorizes a single-source procurement under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12, with an estimated total value of $108,638.
The procurement concerns specific hardware components for the Coast Guard Machinery Control System being installed on 175 WLM Keeper Class Inland Buoy Tenders during their respective Major Maintenance Activities. These components were identified by Naval Surface Warfare Center - Philadelphia Division and are necessary to maintain configuration control and obsolescence management of the machinery control system. The designated sole source is NAG MARINE, located in Vienna, Virginia. The justification states that no other company can interface with the OEM control system, as use of only OEM parts and OEM-authorized components is mandatory; unauthorized parts could compromise equipment safety and mission capability. The Contracting Officer determined fair and reasonable pricing through comparison to the Independent Government Cost Estimate (IGCE), which revealed a variance of only 0.29%, confirming the proposed price of $108,638 as reasonable. The Technical and Requirements Point of Contact signed on 06/26/2026, and the Contracting Officer signed on 07/20/2026.
