About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The document justifies a sole-source award to Peterson Power Systems (UEI: KFWKL4Y3DDX1), located at 2828 Teagarden St., San Leandro, CA 94577, for the purchase, provision, and installation of an emergency generator for Base North Bend's medical clinic. The generator will serve as the primary emergency power source for the medical clinic, which also functions as the local triage center serving seven operational units at Base North Bend and stores $10,000 in vaccines requiring refrigeration.

The justification cites "Only One Source Is Available" as the rationale, based on unusual and compelling urgency. The Coast Guard contends that without an operable emergency generator, facility members and operations face risk of damage and grave harm, with significant operational impact should power to the building fail. The contracting officer has not selected any of the standard fair and reasonable price determination methods listed (market research, comparison of proposed price with previous purchases, current price lists, comparison with similar items, comparison to IGCE, or contracting officer's personal knowledge). The document was signed by LT Jennifer Hansen, Facilities Engineer/COR, on 09 March 2026, and by Contracting Officer Crystal N. Miller on 09 March 2026.

U.S. COAST GUARD JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

COMMERCIAL PRODUCTS AND SERVICES AT OR BELOW THE SAT

FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12

PURCHASE REQUEST OR REQUISITION NUMBER:

ESTIMATED TOTAL VALUE, INCLUDING OPTIONS:

(Over Micro-Purchase Threshold, but up to the SAT)

AUTHORITY JUSTIFICATION TYPE

Restricting Competition FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12

☒ Only One Source Is Available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

☐ Brand Name - Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The contractor shall purchase, provide, and install an emergency generator for Base North Bend’s medical clinic. This generator will be used as the primary emergency power source for the medical clinic.

SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):

Peterson Power Systems, 2828 Teagarden St., San Leandro, CA 94577 KFWKL4Y3DDX1

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Statements like "Only known source" or "Only source which can meet the required delivery date" are inadequate, and marketing language like “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

This award must be done within a compressed timeline due to unusual and compelling urgency. Without an operable emergency generator, members and facility are at risk of damage and grave harm. The medical clinic, which also serves as the local triage center, services 7 operational units, Base North Bend, and also stores $10K of vaccines that must be kept cold. There will be significant operational impact if the power to this building goes down.
