About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) under FAR 13.106-1(b).

The Coast Guard is procuring specialized climbing training for technicians required to become Fall Protection Program Managers or Competent Climbers in accordance with the Coast Guard Fall Protection Program. The training covers safe climbing techniques for masts and towers, proper inspection and use of fall protection equipment including harnesses and lanyards, and rescue procedures including self-rescue and assistant rescue techniques. The estimated total contract value is $53,970.00, which exceeds the micro-purchase threshold but falls within the simplified acquisition threshold. The contracting officer justifies the sole-source award to Gravitec Systems, Inc. (21291 Urdahl Road, Poulsbo, WA 98370; UEI: RLLHU9DZZNL3) based on the only one source reasonably available rationale. While the Coast Guard Shore Infrastructure Logistics Center (SILC) has approved two commercial vendors—Gravitec Systems, Inc. and Learn to Return Training—only Gravitec is authorized for use because Learn to Return Training lacks System for Award Management (SAM) registration. Fair and reasonable pricing was determined through market research. The document was signed by the Technical and Requirements Point of Contact, Robert Elias Loeffler, and Contracting Officer Christopher L. Sleeper on June 22, 2026 and June 8, 2026, respectively.
