About this file

This document is a "Lease Extension" Justification for Other Than Full and Open Competition for the Bureau of Land Management (BLM). The BLM seeks to extend its lease for the Arizona State Office located at One North Central Ave. in Phoenix, Arizona. The proposed lease extension is for five (5) years with a three (3) year firm term, covering 42,399 RSF / 36,112 Office USF on two floors. The current lease, which expires on September 29, 2025, has been occupied by BLM since 2005 and is now requesting its second lease extension.

The justification includes a market survey conducted on 11/1/2024 using Costar, a pre-solicitation notice published on SAM.gov on January 30, 2025, and indicates that the incumbent lessor expressed interest in the lease extension. The document emphasizes the need for continued occupancy without interruption to delivery of public services, and highlights that GSA Region 9 requested a five-year extension to allow flexibility for a new lease acquisition. BLM plans to submit a full requirements package to GSA in September 2030, with the lease extension providing continuity of operations for the Arizona State Office.
