Subj: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Per references (a) through (c), the Base Miami Beach, IPF Miami here submits the following to support Purchase Request # 2120280PMNDYN
TECHNICAL SUPPORTING DATA
Recommend that negotiations be conducted with Taylor Dynamometer on a noncompetitive basis for award of a contract in an amount estimated to be $ 73,758.73. The supporting data for this recommendation are as follows:
A. Description of Supplies/Services - In the performance of this contract, the contractor shall provide the services, including some labor, materials and equipment as needed to upgrade IPF Miami's DX38 Taylor Dynamometer with a DynPr02 Data Acquisition &
Control System. IPF Miami will assist with the installation under the guidance and direction of a certified Taylor Dynamometer technician. This required DynPr02 Data
Acquisition & Control System will enable IPF Miami to conduct a performance test on an electronic engine. IPF Miami regularly removes 60 series electronic diesel engines with performance problems from USCG Response Boat Medium's (45' RB-M's) during Depot level availabilities. IPF Miami regularly completes major engine repairs to 60 series electronic diesel engines, and have no way of verifying the operational condition after a major repair. IPF Miami's only option is to evaluate the health of an engine after the 60 series electronic diesel engine is re-installed in the asset. If the engine has an unidentified performance problem after a major repair was completed it must be removed again, and repaired. IPF Miami needs the ability to perform a performance test on a 60 series MTU electronic diesel engine, as a standard practice after any major repair, or a performance concern documented in ALMIS as a (Maintenance Record Discrepancy). IPF Miami
Engine Shop was identified as a possible overhaul contractor for the MTU 60 series electronic diesel engine in the very near future, and that contract will require a complete overhaul and a documented performance test. Taylor Dynamometer Corporation will

travel to USCG Base Miami Beach Industrial Production Facility located at 100
MacArthur Causeway Miami Beach, FL 33139.
B. Background
a. This equipment was originally procured in August of 2019 on contract
#70Z02819PPMN26300. The original contractor that this was awarded to was unable to obtain and deliver the goods and services from the manufacturer Taylor
Dynamometer on previous quoted terms. Since the original contract was unable to be fulfilled by the contractor, the contract was terminated for convenience to the
Government to procure the items elsewhere. The Coast Guard is procuring these items directly from the manufacturer Taylor Dynamometer. This equipment is urgently needed in the Industrial shop at USCG Base Miami Beach to ensure proper repairs and testing of ships and equipment.
b. This acquisition is not a follow-on acquisition. This was originally awarded as a competitive requirement under full and open competition. Given the circumstances of the original awarded contract and termination, it has been deemed that this requirement is best met by procuring these goods and services directly from the manufacturer to prevent any further delays to Base Miami Beach’s Industrial
Facility.
C. Circumstances Requiring the Use of Other Than Full and Open Competition.
a. Unusual and Compelling Urgency - This equipment was originally procured in
August of 2019 on contract #70Z02819PPMN26300. The timeline for delivery of the original contract was due to be completed in October of 2019. Since the contractor was unable to deliver the goods and services and the contract was terminated the requirement is of an urgent nature to be completed to not delay production of the industrial facility as Base Miami Beach. The industrial facility supports the District 7 assets and delays may hinder operational units if assets are down and unable to be repaired. Procuring these items directly from the manufacturer Taylor Dynamometer will hinder any further delays that may arise by going through other distributors or contractors who would also need to procure these items through Taylor Dynamometer. This equipment is urgently needed in the
Industrial shop at USCG Base Miami Beach to ensure proper repairs and testing of ships and equipment. This will also lessen the 18 week lead time after order of the items that it takes for the items to arrive after order from the manufacturer.
b. The costs of the contract of $73,758.73 is the estimated costs of the contract to
Taylor Dynamometer. This price is fair and reasonable and is within range of the original IGE and competitive quote received from the contractors on the original solicitation. The harm of not urgently procuring these items would be the risks of operational assets being hindered in their ability to perform their duties.
D. Market Research – Market Research was conducted under previous solicitation
70Z02819QPMN26300 posted on August 16, 2019 and competing quotes were received.
NOTE: Techniques for conducting "market research" may range from written or telephone contacts with knowledgeable federal and non-federal experts regarding similar or duplicative requirements and the results of any market test recently undertaken (e.g., experience with the marketplace under previous acquisitions for the same or similar items), to the more formal sources sought announcements in pertinent publications (e.g., technical/scientific journals or the Federal Business Opportunities (FBO), or a solicitation for information or planning purposes. Market research should be focused not only on identifying alternate sources, but also on alternate equipment or substitutes that might fill the government needs with only minor modification.
E. Steps to Foster Competition – See Background information in Section B

The requirement set forth is initiated to satisfy a recognized Government need. As applicable, the plans, drawings, specifications, and/or statement of work are limited to state the minimum needs of the Government.
