RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The Government requires the BBG Inc. Data Conversion Unit to support the MK38 Mod 4 Gun Weapon System {GWS) fire-control loop. The shipboard architecture relies on a hybrid-signal environment; therefore, the required converter must ingest legacy analog synchro signals from the MK 39 Gyro, simultaneously fuse them with digital serial GPS and DSL feeds, and output a highly synchronized, low-latency 00-19 digital message. BBG Is the only known source whose hardware satisfies this exact form, fit, and functional requirement out-of.the-box, integrating directly into existing shipboard infrastructure without requiring costly structural or cable modifications.

This has been proven through a pre-established technical baseline and this exact hardware configuration has been successfully installed and qualified onboard the USS John L Cantey.

BBG Services are required to ensure proper integration, calibration, and commissioning of the BBG Data Converter with the MK38 Mod 4 Gun Weapon System (GWS). Due to proprietary firmware and strict fire-control tolerances, a BBG Subject Matter Expert (SME) is necessary to perform/assist with the following critical steps:

1. Installation and Cable Verification: Inspect interface connections and perform electrical pinout testing to ensure incoming voltages, impedances, and wiring harnesses conform to OEM specifications, preventing hardware damage prior to energization.

2. Software Parameterization & Firmware Calibration: Utilize proprietary OEM software to program ship-specific lever-arm alignments, physical sensor offsets, and serial baud rates so the OD-19 output accurately reflects the vessel's motion.

3. Signal Monitoring, Troubleshooting & Latency Audits: Perform real-time data audits using high-fidelity protocol analyzers to verify packet integrity, resolve shipboard EMl/cross-talk, and guarantee the sub-millisecond data latency required by the fire-control loop.

4. Support the SOVT: Operate system diagnostics during the System Operational Verification Test (SOVT), execute simulated casualty failovers, and validate overall performance to achieve formal government acceptance.

Procuring these integration services directly from the OEM is required to mitigate technical risk, ensure weapon system interoperability, and prevent unacceptable schedule delays to the MK38 Mod 4 integration.
