About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.

The Coast Guard is procuring ten (10) Ejector, Jet units (P/N 305J-00240, NSN 4320-01-645-4754) and ten (10) Feedback Unit, Steering units (P/N 8748-050-00X, NSN 5998-99-349-5943) for the LRII platform. The sole proposed source is Marine Jet Power Inc., located at 6740 Commerce Court Drive, Blacklick, OH 43004-9200 (UEI: DV4GC4LJ1AW3). The justification uses a Brand Name restriction based on items peculiar to one manufacturer, citing that technical data required for accurate assessment of equal or alternate equipment is unavailable and that the components are essential to currently installed parts on the LRII. The rationale emphasizes that manufacturing these items without proper Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, specifications, tolerances, parameters, and test procedures could result in major mission degradation. Fair and reasonable price determination methods selected include market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in a related industry. The justification was signed by Steven A. Bolen (Technical and Requirements Point of Contact) on June 2, 2026, and by Bryan Anthony Duffey (Contracting Officer) on June 3, 2026.
