About this file
This document is a Justification for Other Than Fair and Open Competition for the Naval Medical Readiness Logistics Command Detachment Fort Detrick. The procurement involves acquiring three Surgical Suction Pumps, three Thoracic Drainage Pumps, and one Uterine Suction Pump for the USS Bougainville, LHA 8, at a total cost of $22,135.00. The specific devices are from Allied Medical, with unit prices ranging from $1,975.00 to $4,735.00, and are the only stand-mounted, FDA-cleared, US-available products on the market that meet the Navy's Fleet Authorized Medical Allowance List (AMAL) requirements.
The justification cites unique requirements including existing for-sea brackets, compatible consumables, and established Navy APL and maintenance procedures for these exact devices. The procurement will use Fiscal Year 2025 Operation & Maintenance – SCN funds, and while the Request for Quotation will be limited to specific part numbers, the document notes that the products are not limited to a single vendor. The contracting officer, James Dear from Supply Chain Management, has certified that the acquisition meets Federal Acquisition Regulation (FAR) conditions for a sole-source procurement under 10 U.S.C. 2304(c)(1).

4. IDENTIFICATION OF JUSTIFICATION RATIONALE
The statutory exception permitting other than full and open competition for this acquisition is 10
U.S.C. 2304(c)(1) and FAR 13.106(b)(1)- soliciting from a single source.
5. DEMONSTRATION OF THE UNIQUE NATURE OF THE REQUIRED SUPPLY
The aforementioned units are the only stand-mounted, FDA-cleared, US-available products on the market. In addition, secure for-sea brackets already installed for these exact devices, Navy APL and maintenance procedures for this model are in use already, and compatible consumables are in stock.
The Allied Medical Surgical Suction Pump, Thoracic Drainage Pump and Uterine Suction Pump are required onboard the USS Bougainville, LHA 8., per the Fleet Authorized Medical Allowance
List (AMAL).
Equipment contained within the AMALs and ADALs is analyzed and procured to meet operability, maintainability, and sustainment for operations at sea and in expeditionary ashore environments.
Integrated Logistics Support (ILS) documentation is developed to support each piece of equipment that includes an Authorized Parts List (APL), Preventative Maintenance System (PMS) procedures, Navy Technical Manual number assignment to the vendor to provide Commercial Off the Shelf (COTS) operator and service manuals. APL development costs the Government between
$2K-$6K per APL depending on complexity of equipment. PMS development costs the
Government between $4K-$8K depending on complexity of equipment. The assignment of Navy
Technical Manual numbers incurs government costs of approximately $1K-$5K per manual depending on the size of manuals. These ILS products are a requirement for onboard equipment in accordance with OPNAV INST 4790.4D (Ship’s Maintenance and Material Management (3M)
System Policy). Shipboard equipment must comply with fit-form and function to prevent premature equipment malfunction and in a catastrophic event to prevent injury to personnel by not being engineered to sustain shock and movement resulting from internal or battle related damage.
The Allied Medical Suction Pumps are the only Surgical Suction Apparatus on the AMAL.
6. DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE
Combined Solicitation/Request for Quotation will be posted to SAM.gov as part number specific requirement in accordance with FAR 5.201. While the RFQ will be limited to specific part numbers, the products are not limited to a single vendor. Posting will allow for pricing competition.
7. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED
Market research was conducted by technical experts in the July 2025 timeframe. This research consisted of reviews of similar previous procurements and a market survey through search engines of open market contractors and Federal Supply Schedule contractors. Search engines utilized include Google, Bing, and GSA Advantage and ECRI sourcebook catalog using the following search word: “Suction Pump, Suction Apparatus”. ECRI only synopsizes original equipment end items and does not include preventative maintenance in its reporting.
8. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION
Future requirements will be synopsized in accordance with FAR 5.203.
9. TECHNICAL/REQUIREMENTS CERTIFICATION
I certify that the facts and representations under my cognizance, which are included and form a basis for this justification, are complete and accurate.
10. CONTRACTING OFFICER CERTIFICATION AND APPROVAL
The ordering activity contracting officer has determined that the actions taken under this acquisition meet the conditions described in FAR 6.302-1. I certify that this justification is accurate and complete to the best of my knowledge and belief.
