JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO

IDENTIFICATION OF THE AGENCY AND THE CONTRACTING OFFICE, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A “JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION.” PLEASE CITE THE AUTHORITY AND TYPE OF JUSTIFICATION. Authority: 41 U.S.C.1903. FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE. A field service repair team is required to clean the visual display systems on the MH65E1, MH65E2 and HC-144B Operational Flight Trainer simulator visual displays. These mirror display surface appears dirty, stained and smeared, resulting in the loss of visual acuity and degraded training conditions. Clear visual imagery presentation will enhance the training effectiveness of simulating the actual aircraft operating environment.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. The visual display consists contour shaped glass mirrors, adjoined together to form a domed display. The cleaning of the optical imagery requires specialized training and equipment that is not available in the Coast Guard. The Coast Guard does not possess the technical expertise, own specifications, drawings, and related data necessary to complete the cleaning/repair.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Flight Safety has been the USCG sole supplier and manufacturer of mirror visual screens for 9 years. The MH65D1 (5ea mirrors), MH65E (6ea mirrors) and HC-144B (7 mirrors) utilize Front or First Surface Mirrors. A first surface mirror, has an optical grade mirror coating applied on top of the glass as opposed to the conventional second surface mirror with the reflective surface. It maximizes reflection and minimizes distortion. These mirrors are highly susceptible to scratching damage and high humidity environments. Conservative costs estimates for replacing mirrors starts at $250K for each simulator. Due to the risk, replacement costs, and advanced technical skills associated with cleaning of these mirrors, no other vendors could be considered.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. Flight Safety International is the Original Equipment Manufacturer (OEM) of the display and remains the only business entity that has all the required knowledge, tooling, and proprietary rights necessary to best clean and refurbish this part. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO
SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
The visual display system mirrors was developed/manufactured by Flight Safety International exclusively for the U.S. Coast Guard Operational Flight Trainers. They are equipped to repair/clean the visual system with the minimum risk without the need to reverse engineer tooling or procedures. Without this repair, the image degradation will continue & may result in a condition that is not repairable or usable for effective training environments.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
Onsite Coast Guard contractor personnel will work in conjunction with Flight Safety International to be trained to gain the skills and knowledge necessary to assist in future cleaning requirements.
