About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), executed under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.

The USCG Yard is procuring technical strain gauge analysis services for the propulsion shaft line of a 270-class cutter to determine bearing loading conditions and identify early bearing failures or need for intrusive maintenance work. The single source justification is based on Maritech, LLC (55 Knox Trail, Unit 410, Acton, MA 01720) possessing proprietary instrumentation, techniques, and algorithms essential to meeting the Government's requirements. Maritech has strain gauge sensors already installed on multiple USCG platforms for the 270 propulsion shafts targeted by this contract. The pre-installed sensors reduce intrusion to FRP wrap, eliminate re-attachment and recalibration requirements, and expedite measurement acquisition. Consistent measurements using identical equipment, location, and algorithms enable the USCG to compare historical results and identify early equipment failure indicators, facilitating informed decisions on bearing and propulsion system renewal, refurbishment, or relocation. Maritech's experience with both commercial and USCG assessments provides a historic dataset allowing identification of both individual cutter and cutter class issues. The document was signed by LT Zachary Velasquez (Ship Superintendent) on 5/26/26 and by Contracting Officer Jasbon Gabriel on 2026-05-27.

U.S. COAST GUARD JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

COMMERCIAL PRODUCTS AND SERVICES AT OR BELOW THE SAT

FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12

PURCHASE REQUEST OR REQUISITION NUMBER: ESTIMATED TOTAL VALUE, INCLUDING OPTIONS:

(Over Micro-Purchase Threshold, but up to the SAT)

AUTHORITY JUSTIFICATION TYPE

Restricting Competition FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12

Only One Source Is Available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

Brand Name - Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

USCG Yard requires an outside contractor to perform technical strain gauge analysis of the propulsion shaft line to determine the loading condition on bearings. The results of these measurements will be used to identify early bearing failures or the need for more intrusive work which could affect project schedules and cost.

SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):

Maritech, LLC 55 Knox Trail, Unit 410 Acton, MA 01720

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Statements like "Only known source" or "Only source which can meet the required delivery date" are inadequate, and marketing language like

“This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

Maritech utilizes proprietary instrumentation, techniques and algorithms in the conduct of strain gage alignment measurements. Maritech’s sensors are currently installed on multiple USCG platforms to include the 270 propulsion shafts for which this contract is intended. Having pre-installed sensors reduce the intrusion to FRP wrap, avoids the need to re attach and calibrate sensors, and expedites the time to acquire measurements. Strain gauge measurements taken by the same equipment, in the same location, with the same algorithm allow the USCG to compare historical results and identify early equipment failure signs. These compassions allow the USCG to make educated decisions to renew, refurbish, or move bearings/propulsion shafting. Making the appropriate decisions can save the government money, increase operational time of the cutter, and/or prevent unnecessary usage of warehouse stock that can be used for other assets. Maritech has been used in both commercial and USCG Yard strain gauge assessments leading to their historic dataset and allowing them to identify not just individual cutter issues, but cutter class issues.
