About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The Coast Guard is procuring three Howden Vaneaxial Fans (NSN: 4140-01-161-0793, P/N: MA10AF, MFR Part Number: 00500892-00513) at an estimated cost of $28,387.00 each, for a total estimated value of $88,161.00. These fans serve as supply and exhaust fans in six different locations aboard ship, providing critical ventilation for multiple compartments and maintaining positive pressure in the engine room and fresh re-circulated air to essential ship systems.
The justification restricts competition to a single source, FM AF, LLC (UEI: YJP9JBFG3HA3, located at 2933 Symmes Rd, Fairfield, OH 45014, POC: Josh Warmka, Joshua.warmka@fmdefense.com, 513-874-2400), based on the rationale that only one source is available. The Coast Guard did not purchase manufacturer proprietary data rights and therefore cannot develop an appropriate purchase description for full and open competition. The specific drawings, specifications, and salient characteristics of this centrifugal fan ensure proper electrical connections and mounting bolt hole alignment for expedited replacement of failed fans. The vendor is identified as the only known provider meeting system requirements, with information controlled solely by the original equipment manufacturer. The Technical and Requirements POC is Craig Faw, Equipment Specialist MECPL-SUPPLY (signed 8/05/2026), and the Contracting Officer is Amanda Marie Wood (digitally signed 8/12/2026). No fair and reasonable price determination method was selected on the form.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The Howden Vaneaxial fan serves as a supply and exhaust fan in six different locations aboard ship. These six fans provide ventilation for multiple compartments on the ship. Loss of this ventilation fan would severely degrade the ships capability to provide/maintain positive pressure in the engine room and fresh re-circulated air to critical parts of the ship. The drawings, specifications and salient characteristics of this centrifugal fan ensure that the electrical connections and the mounting bolt holes line up to expedite the replacement of a failed fan. The CG did not purchase the manufacturer's proprietary data rights and therefore cannot develop an appropriate purchase description for full and open competition. The vendor listed above is the only known provider meeting system requirements therefore the information is controlled by and remains the sole property of the OEM.
