About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services under FAR 12.102(a).
The Coast Guard is procuring three anchor windlass overhaul kits (NSN: 3950-01-F24-6974, P/N: X-1836) at an estimated unit cost of $4,429.24 each, for a total estimated value of $44,292.40. The procurement is restricted to a single source, Norfolk Bearings & Supply Company, INC. (UEI: CALHXML8LFM6), located at 3512 E. Princess Anne Rd. Norfolk, VA 23502, with point of contact Andy Porter at 757-853-3691 or andy@norfolkbearings.com. The justification for single-source procurement is based on the "Only One Source Is Available" rationale. The anchor windlass is critical for releasing, retrieving, and mooring the ship. The kits contain proprietary technical data owned by the original equipment manufacturer (OEM), which the Coast Guard did not purchase. Without access to the manufacturer's proprietary drawings, specifications, and design documentation, the Coast Guard cannot certify that alternative part numbers would meet requirements. Failure of non-conforming parts could compromise anchor retrieval operations and create dangerous mooring situations. The OEM is the sole manufacturer possessing the necessary techniques, design specifications, testing procedures, quality assurance capability, and documentation required for these components. The technical and requirements point of contact is Craig Faw, Equipment Specialist MECPL-SUPPLY, with signature dated 7/24/2026. The Contracting Officer, Amanda Marie Wood, signed the justification on 8/13/2026. No fair and reasonable price determination method was selected on the contracting officer's section of the form.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The anchor windlass is used to release and retrieve the anchor and moor the ship. The drawings, specifications, and salient characteristics are proprietary technical data of the OEM. The CG did not purchase the manufacturer's proprietary data rights, and therefore, cannot determine with certainty that an alternative part number would provide the necessary item for the anchor windlass overhaul. Also, failure of an alternative part, not conforming to the OEM's specifications, could fail and result in issues retrieving the ship’s anchor and create a dangerous situation during mooring evolutions. When Coast Guard purchased the original equipment there were no requirements for manufacturer’s drawings, detailed parts lists, design or testing procedures. OEM is the only known manufacturer that has the techniques, design specifications, testing, quality assurance capability, and documentation necessary to manufacture these parts as used onboard Coast Guard Cutters.
